Josh Sigurdson talks with author and economic analyst John Sneisen about Wells Fargo's latest move to once again issue mortgage backed securities despite the vast trouble they landed themselves in in 2007. This is Wells Fargo's first post-crisis mortgage bond tied to U.S. home loans without government backing. The non-agency bond will be $441 million and will include top portions which will of course be rated AAA. This sale will be finalized within a week. So here we go again. As we see massive housing bubbles throughout the United States, we also see the return of the very derivatives that we saw leading up to the 2007/2008 crisis. Mortgage backed securities, credit default swaps, collateralized debt obligations, subprime lending, all the usual suspects. On top of that all, Wells Fargo has been caught up in many dozens of scandals in the past two years alone which speaks loud and clear to the desperation and volatility they face as yet another bankrupt bank. WELLS FARGO'S MUNI BOND PORTFOLIO MANAGER LYLE FITTERER SAYS IF YOU CAN STOMACH THE RISK, PUERTO RICO DEBT WILL MAKE YOU BIG MONEY ANCHOR QUESTION OFF-CAMERA (ENGLISH) SAYING: Let's start with Puerto Rico making headlines this week. It basically went on the offensive, trying to assure investors it's going to honor its debt, it's not going to default. You do hold a small amount of Puerto Rico debt. Would you buy more based on what we heard this week from the Government Development Bank? LYLE FITTERER, PORTFOLIO MANAGER, WELLS FARGO (ENGLISH) SAYING: I'm not sure I'd buy more just simply based upon what the Government Development Bank said, but we're going to look at market activity, we're going to look at the select issuers in Puerto Rico. There's a lot of different ones, and depending upon the Dollar price, and what we think the potential outcome is, we could step in a buy a little bit. ANCHOR QUESTION OFF-CAMERA (ENGLISH) SAYING: If you decide to hold Puerto Rico debt and take the risk, what would you tell investors that would be the "safest" type of debt which is already not rated very safely? LYLE FITTERER, PORTFOLIO MANAGER, WELLS FARGO (ENGLISH) SAYING: Well, again, I think you need to look across the complex in Puerto Rico. There are a lot of different issuers. There's the COFINA structure, which are the sales tax bonds that are backed by a specific sales tax pledge. There's the GO which depending upon who you talk to people would tell you that that has a first priority lean on the revenues of the government. There are the Puerto Rico elect bonds that are backed by the electrical utility. There are highway bonds. Within the highway structure, there are bonds that we think have better security pledge one structure or the other structure. So again, I think- I don't think it's as easy as saying, "Hey, if new money comes in, you want to immediately sell it." If your investor is a retail investor and they have a high aversion to risk, that might be the strategy you want to take and now might be a good time because the markets rebounded a little bit. Chicago Munis Bonds Will Fare Well Says Wells Fargo Fund Manager

The recent lack of movement in Treasury yields has caused municipal bond fund prices to stagnate. A growing economy should lift the muni market in the second half of 2015, said Lyle Fitterer, portfolio manager for the Wells Fargo Advantage Municipal Bond fund. 'You have a little bit of income, a little bit of price depreciation in the marketplace,' said Fitterer. 'Longer term it looks pretty attractive on a relative value basis so we are looking for slightly positive returns by the end of the year.' The Wells Fargo Advantage Municipal Bond fund, which has a trailing twelve month yield of 2.7%, is up 6 basis points so far in 2015, according to fund-tracker Morningstar. The $3.2 billion fund has returned 5.5% on an annualized basis over the past five years, better than 89% of its Morningstar peers. While Puerto Rico’s financial problems are capturing headlines, Fitterer said the island’s troubles are not weighing on the national muni market. In fact, he said Chicago and New Jersey’s problematic paper are having more of an impact than Puerto Rico. 'A lot of people have had a chance to sell Puerto Rico,' said Fitterer. 'I think most people think it’s cheap and they buy it and then it gets cheaper. We think it’s too hard to analyze.' Fitterer said his team does not immediately run from municipalities with legacy pension issues, instead taking each bond on a case by case basis. Don’t Fear the Fed Rate Hike or Junk Bonds Says Wells Fargo Strategist

The process of raising the Federal Funds rate will be so gradual that investors should not expect a serious spike in bond yields, said James Kochan, chief fixed income strategist at Wells Fargo Funds (WFC). 'It’s the beginning of a process that the bond market has had plenty of time to prepare for,' said Kochan, adding that the Federal Reserve is not going to raise rates at a pace that will put the economy at risk. Kochan said investors should focus on the A/BBB segments of the investment-grade corporate market because these bonds now offer sufficient yield to withstand a gradual rise in short-term rates. He said he expects yields in this sector to rise less than Treasury yields, and the interest income they provide to be sufficient to offset modest declines in principal values. As far as the current dislocation in the high yield arena, Kochan said the trouble is isolated to the energy, mining and materials spaces. Overall, there are a lot of opportunities in high yield in his view, because some good credits are being dragged down in a broad based selloff. 'It’s a serious problem, but it’s not a broad based problem,' said Kochan. 'The credit situation is okay because the economy is still growing.' Wells Fargo Caught In Yet ANOTHER Scandal! - What Now?

Josh Sigurdson talks with author and economic analyst John Sneisen about the latest scandal being reported about Wells Fargo, Warren Buffet's favorite bank. As it turns out, Wells Fargo is being hit with a "Repeat Offender" formal enforcement action following an investigation which showed Wells Fargo went out of the way to gouge clients at the foreign exchange desk and that employees were encouraged to do this. One man was even demoted when he complained about it. Of course Wells Fargo was caught earlier in the year creating about 3.5 million fake accounts and ripping people of for an unthinkable amount of money. The law suit ended with a 142 million dollar settlement. Later, the bank was caught giving 570,000 customers auto insurance when they never asked for it. In most cases people already had car insurance and Wells Fargo started charging them on top of that insurance. When many people didn't pay they reposessed thousands of cars. Tha bank has also been caught overcharging mortgage customers and a whole host of other shady dealings. The question is, when are people going to finally learn and turn their backs on this corrupt bank alongside the others who are likely up to similar deeds but simply being far more careful? The banking system stemming from the central banking system and government is manipulating markets and of course the worthless fiat monetary system. Their entire prerogative is debt servitude. Control of the populace. For when you shove people down a bottomless pit of debt, you force them to ask for a ladder up from the government and banking system which puts them in perfect servitude and it plays right into the hands of the masters. The solutions are simple. Financial responsibility. Self sustainability. You cannot have freedom without responsibility. It's a core principle and we all must educate ourselves in order to be the change we wish to see in the world and take care of ourselves and our families or else we become dependent on the state and banking structure which depends on our dependence. The Federal Reserve is looking to hike short-term interest rates for the first time since June 2006. Uncertainty surrounding the timing of higher rates contributed to the unprecedented market jitters seen in stocks over the past few weeks. ‘A rate hike will be good for savers,’ said Brian Rehling, co-head of global fixed income strategy at Wells Fargo (WFC) Investment Institute. ‘Although the benefit is going to be quite small because the Fed’s going to go very slow here.’ Experts expect the Fed’s to initially hike short-term interest rates by just 25 basis points. ‘Investors should hold modest amounts of cash alternatives to meet near-term liquidity needs and emergency expenses,’ he added. Generally speaking, it's supposed to get a little bit more conservative of a mix as you get close to retirement. Given what's happening in the bond market and a lot of people are saying the bull market and bonds is over, how does that change your approach to finding conservative investments, if at all? CEO OF GLOBAL INDEX ADVISORS AND SUBADVISOR TO WELLS FARGO ADVANTAGE DOW JONES TARGET DATE FUNDS JIM LAUDER (ENGLISH) SAYING: Right, that's a great question and it's something that's coming up a lot more with the plan sponsors we talk to and with the investors we talk to and the fiduciaries, the consultants we've talked to, a lot of concern over fixed income because a lot of the kind of first draft are targeted at 1.0, so to speak, really relying almost blindly on reducing your equity exposure and increasing basically long fixed income. So there is a lot of risk, a lot of concern. Tapering is another big concern so you know rates will have one place to go. And if you think about the type of investor that's really going to be saddled with that big burden of large fixed income exposure, close to retirement, you can post a lot of risk. So we've always been aware of that. We designed our products in a way that really look at what the world looks like. So we're not just looking at equities and fixed income, we also incorporate cash in that as well. What is the impact on the muni market? JIM KOCHAN, CHIEF FIXED INCOME STRATEGIST, WELLS FARGO (ENGLISH) SAYING: I think it's going to be minimal, particularly if it's a short episode. But some people worry about federal grants to state and local governments. They may be delayed but eventually they'll be made up. So in the broad scheme of things, this is not a particularly major event for the municipal bond market in my view. ANCHOR QUESTION OFF-CAMERA (ENGLISH) SAYING: So there's nothing you should do differently if you're holding muni bonds in light of the headlines? JIM KOCHAN, CHIEF FIXED INCOME STRATEGIST, WELLS FARGO (ENGLISH) SAYING: Oh no, absolutely not; stay with what you're doing. ANCHOR QUESTION OFF-CAMERA (ENGLISH) SAYING: I guess the bigger worry is the debt ceiling. Yes. And Moody's actually this week said that the muni market would be jeopardized if Congress doesn't raise the debt ceiling. How should investors prepare if we then see that fight turn out to be unsuccessful? JIM KOCHAN, CHIEF FIXED INCOME STRATEGIST, WELLS FARGO (ENGLISH) SAYING: Well, it's going to be a difficult episode, no question about it. The primary impact, of course, is going to be on treasury securities because there's going to be fear of a treasury default. In our view, it isn't going to happen. The treasury will not default on its debt. But that fear is going to be out there, no question about it, and that can affect treasury yields. And if treasury yields go up because of selling, municipal yields will follow. But it's going to be a brief episode and it may not happen at all. So I think what has been working for muni investors, and that is to be investing for income and we have better income now than we did a month- well, three months ago than we did in April-May, just stay with a portfolio strategy that emphasizes buying securities that throw off good income or buying funds that throw off good...

38 Studios have been shut down for 4 years give or take a few moments of time we cannot account for.The SEC has charged Wells Fargo Securities and the Rhode Island Commerce Corporation (formerly the Rhode Island Economic Development Corporation) with defrauding investors of $75 million in bonds to loan 38 Studios money. RIEDC apparently loaned $50 million to 38 Studios for the development of Project Copernicus and the money to later be paid back from the game's revenues. SEC alleges 38 Studios informed both the RIEDC and Wells Fargo that it would need $75 million to finish the game. However the information was not passed on. SEC Enforcement Division director Andrew Ceresney made a few statements on the matter. "Municipal issuers and underwriters must provide investors with a clear-eyed view of the risks involved in an economic development project being financed through bond offerings. We allege that the RIEDC and Wells Fargo knew that 38 Studios needed an additional $25 million to fund the project yet failed to pass that material information along to bond investors, who were denied a complete financial picture." ANCHOR QUESTION OFF-CAMERA (ENGLISH) SAYING: Let's start with New Jersey. There was billion plus dollar deal from new Jersey's economic development authority. You do hold some of that debt. Any concern with any debt in New Jersey now that there has been a downgrade and there's some concerns about budget strains there. LYLE FITTERER, PORTFOLIO MANAGER, WELLS FARGO ADVANTAGE FUNDS (ENGLISH) SAYING: I think again we look at things from a relative value perspective so I think there's there's concern in terms of New Jersey in terms of potential further downgrades. That being said you know again I we look at it from an overall perspective you know if you look at wealth levels in the state of New Jersey. There's some of the highest wealth levels across the country you know they have not met budget expectations. They are some fairly aggressive revenue projections for next year's budget. But again I think if you look at and a relative value perspective. Spreads have widened. Not last week in fact you know last week in this we can think to deal. Was pretty well absorbed by the market I think that's a reflection of the fact that they're just good demand out there are so. In certain parts of the curve you know with New Jersey trading anywhere from you know 7200. Basis points higher -- than. Triple -- scale I think you know some of that has already priced in and you know barring. Downgrade solo single area which we don't see we think relative value. And certain parts of the curve actually looks okay. ANCHOR QUESTION OFF-CAMERA (ENGLISH) SAYING: Have you added to your holdings in New Jersey? Federal agents are interviewing employees of Wells Fargo's wealth management division as the government expands its investigation of the bank's sales practices, according to a report Friday in The Wall Street Journal. The report said the FBI has interviewed some employees in the Phoenix area as the Justice Department and Securities and Exchange Commission expand the scope of an investigation into sales practices beyond Wells Fargo's retail division. In 2016, Wells acknowledged widespread problems with sales practices, including the creation of 3.5 million accounts without customers' knowledge as retail division employees pursued aggressive sales targets. Late last year, as earlier reported, the government asked Wells Fargo to begin an investigation into sales practices at its Wells Fargo Advisors unit after whistleblowers flagged problems in sales and products.
