For details about the institution dealing with the French public insurance system, see Social Security in France.Welfare in France (also known as social protection, from French: Protection sociale) includes all systems whose purpose is to protect people against the financial consequences of social risks (illness, maternity, old age, unemployment). Social welfare refers to all the mechanisms of collective foresight, enabling individuals to cope with the financial consequences of "social risks". These are situations that could jeopardize the economic security of the individual or his family (defined as a group of people bound by ties of lineage and alliance), causing a decline in its resources or increase its expenditure (old age, sickness, disability, unemployment, maternity, family responsibilities, etc.). In France, the welfare system make up for about 500 billion euros annually, or more than 30% of GDP. The origin of social protection in France dates back to medieval times, with fraternal benefit societies. In the second half of the nineteenth century, systems of social assistance developed gradually, often launched by employers marked by social Catholicism, then relayed by the first laws. In 1930, modern social insurance was created, offering employees protection against certain risks: accidents, sickness, disability, maternity, old age, death ... During the Second World War, the National Council of Resistance designed the system of social security, now at the heart of social protection. It was created just after the Liberation, by an order of 4 October 1945, followed by other texts. Gradually, protection has covered the entire population, while the benefits extend. When creating Social Security, France imitated more the Bismarckian system (insurance for workers) than the Beveridge one (widespread solidarity). Over the years, the solidarity (as opposed to a system of contributions) has gradually developed in the French system, which the foundation remains the concept of insurance. However, the desire to establish a universal system has faced opposition. This explains why the French welfare system is plural, with a wide variety of actors. The most important is the general scheme for employees of industry, commerce and services.

EASY SCIENCE EXPERIMENTS Oil and water just don't mix but they do provide for some amazing hands-on science! There’s something very important about oil and water that you probably already know: oil doesn’t mix with water! That explains why oil spills on the ocean float on the surface and why throwing water on a grease fire is just going to make everything worse. Since you realize that oil and water don’t mix and never will (without some chemical help), let’s have some fun with how they repel each other! NOTE: Before you do this, make sure you’re working in the large tub. This effect is dramatic but the science you demonstrate can get lost in the mess you’ll be making! Set one of the identical containers in the tub. Fill the container to the brim with vegetable oil. In an identical second container also in the tub, add several drops of food coloring. The color choice is completely up to you. Fill the container to the brim with water. Set the playing card over the mouth of the container filled with vegetable oil. Hold it firmly in place. Lift the oil container, turn it upside-down, and line it up directly over the water-filled container. Set the oil in place over the container holding the water. Keep the card between the containers to let the liquids settle. Slowly and gently remove the playing card. What happens? The oil and water remain in their respective upper and lower containers. Now, repeat the process. (Basically, this means start over completely.) This time, turn the water container upside down and place it on top of the oil-filled container. Carefully remove the card and watch what happens. The water and oil trade places! If you wait long enough, it will look almost exactly opposite of how it started, too. First of all, you confirmed what you already knew… oil and water do not mix. The molecules of water can’t mix with the molecules of oil. Even if you try to shake up a bottle of half-oil and half-water, the oil just breaks up into smaller droplets, but it doesn’t truly mix with the water. Also, food coloring only mixes with water. It does not color the oil at all. If you see coloring in the oil, those are tiny droplets of water trapped in the oil. When you set the water container above the oil container and remove the card, the water sinks and the oil floats. They trade places! Oil floats on the surface because water is heavier than oil. Scientists say that water is denser than oil. This is why the oil always stays in the top container! Article 3 of the UNCRC requires that “In all actions concerning children, whether undertaken by public or private social welfare institutions, courts of law, administrative authorities or legislative bodies, the best interests of the child shall be a primary consideration.” In this session, we will discuss the principle of the best interest from different disciplinary angles and empirical fields. The child’s best interests principle is a main pillar of the UNCRC and is well-established in the legal systems across the world. The intuitive appeal of regulating and defending legal interventions by reference to “best interests” is met with significant criticism of the principle’s failure to provide substantive guidance to what is and is not in a child’s best interests. The English baby Charlie Gard, fatally ill, made headlines internationally in 2017 when the Supreme Court of England and later the European Court of Human Rights decided that is was in the baby’s best interest to be taken off life support. Recently another baby, Alfie Evans, died at Alder Hey hospital after life support was withdrawn. How can removal of life support be in the best interests of the child? What is the reasoning behind such a decision, and how does it correspond with Human Rights and the Rights of the Child? Judges apply significant discretion when making decisions regarding children. Some have accused the courts of using this vagueness as a means of implementing their own values and beliefs, rather than objectively assessing the child’s welfare, and applying legal principles consistently. Differences in outcomes on similar facts appear to support this view. What does this tell us about best interest considerations in the legal sphere? The Norwegian child protection system is once again under the scrutiny of international mass media. This time it is the BBC that August 3, 2018 published an article titled Norway´s hidden scandal, portraying parents that feel mistreated by the system. These types of articles, exposing the mistakes and brutal consequences of a system that always stands on the balancing verge of doing too much or too little - damned if you do and damned if you don’t - are common in many countries and raises a wide range of questions in relation to the rights of children and the legitimacy of the child protection system. This session discusses the many consequences of mass media exposure of child protection workers, judiciary decision makers, children, foster parents and birth parents. How do parental rights challenge children´s rights, and does mass media exposure create a mistrust in the system that poses a risk to children? Transparency and accountability are necessary in a democratic society; even more so, for a system that can remove children from their families. How does the government handle and respond to critique without disclosing private and confidential information about the individuals concerned? We will discuss the implications of critical exposure of child protection systems, examining the experiences from various systems and countries. Moderator: Hege Helland (University of Bergen). Following FCC pressure to end bill shock, cellular carriers now alert customers when they exceed usage allowances. These articles explore the implications of this change. Based on an estimated model of plan choice, usage, and learning using a 2002-2004 panel of cellular bills, it is shown that consumers are inattentive to past usage, meaning that bill-shock alerts are informative. Additionally, estimates imply that consumers are overconfident, underestimating the variance of future calling. When inattentive consumers are sophisticated but heterogeneous in their expected demand, bill-shock regulation reduces social welfare in fairly-competitive markets, which may be the effect of the Federal Communication Commission's recent bill-shock agreement. If some consumers are attentive while others naively fail to anticipate their own inattention, however, then bill-shock regulation increases social welfare and can benefit consumers. Hence, requiring zero-balance alerts in addition to the Federal Reserve's new opt-in rule for debit-card overdraft protection may benefit consumers.

The committee will conduct a public hearing at the Iloilo Provincial Capitol to discuss the possible “domino effect” of the TRAIN law.  The hearing, said Poe, will focus on fuel, electricity, water and transportation services. It also is aims to hear the complaints of people far from Manila. The senator’s statements came after she claimed that a 4.5 percent inflation rate was recorded in April — making it the fastest pace in five years.  It was also sparked by the big-time oil price hike last Tuesday, that sent unleaded gasoline prices in certain provinces to almost P70 per liter. Poe also expressed concern on the alleged effects of the TRAIN law, reasoning that it might have offset any increase on workers’ take-home pay. Infrastructure enhances freedom. A social safety net enhances freedom. 2:02 - What should we do with the losers that are picked by the free market? 3:38 - Do we live in a society or don't we? Are we a collective? Everybody's success is predicated on the hard work of all of us; nobody gets there on their own. Why should it be that the people who lose are hung out to dry? For a group that doesn't believe in evolution, it's awfully Darwinian. 5:41 - In a representative democracy, we are the government. We have work to do, and we have a business to run, and we have children to raise.. We elect you as our representatives to look after our interests within a democratic system. 7:41 - Is government inherently evil? 9:03 - Sometimes to protect the greater liberty you have to do things like form an army, or gather a group together to build a wall or levy. 9:47 - As soon as you've built an army, you've now said government isn't always inherently evil because we need it to help us sometimes, so now.. it's that old joke: Would you sleep with me for a million dollars? How about a dollar? Who do you think I am? We already decided who you are, now we're just negotiating. 10:54 - You say: government which governs least governments best. But that were the Articles of Confederation. We tried that for 8 years, it didn't work, and went to the Constitution. 11:16 - You give money to the IRS because you think they're gonna hire a bunch of people, that if your house catches on fire, will come there with water. 11:56 - Why is it that libertarians trust a corporation, in certain matters, more than they trust representatives that are accountable to voters? The idea that I would give up my liberty to an insurance company, as opposed to my representative, seems insane. 13:38 - Why is it that with competition, we have such difficulty with our health care system? ...and there are choices within the educational system. 15:00 - Would you go back to 1890? 16:20 - If we didn't have government, we'd all be in hovercrafts, and nobody would have cancer, and broccoli would be ice-cream? 16:30 - Unregulated markets have been tried. The 80's and the 90's were the robber baron age. These regulations didn't come out of an interest in restricting liberty. What they did is came out of an interest in helping those that had been victimized by a system that they couldn't fight back against. 19:04 - Why do you think workers that worked in the mines unionized? 20:13 - Without the government there are no labor unions, because they would be smashed by Pinkerton agencies or people hired, or even sometimes the government. 20:24 - Would the free market have desegregated restaurants in the South, or would the free market have done away with miscegenation, if it had been allowed to? Would Marten Luther King have been less effective than the free market? Those laws sprung up out of a majority sense of, in that time, that blacks should not... The free market there would not have supported integrated lunch counters. 23:23 - Government is necessary but must be held accountable for its decisions.
