He is also the Director of the Health Care Program at the National Bureau of Economic Research, where he is a Research Associate. He is an Associate Editor of both the Journal of Public Economics and the Journal of Health Economics. In 2009 he was elected to the Executive Committee of the American Economic Association. He is also a member of the Institute of Medicine, the American Academy of Arts and Sciences, and the National Academy of Social Insurance. Dr. Gruber received his B.S. in Economics from MIT, and his Ph.D. in Economics from Harvard University. Dr. Gruber's research focuses on the areas of public finance and health economics. He has published more than 140 research articles, has edited six research volumes, and is the author of Public Finance and Public Policy, a leading undergraduate text, and Health Care Reform, a graphic novel. In 2006 he received the American Society of Health Economists Inaugural Medal for the best health economist in the nation aged 40 and under. During the 1997-1998 academic year, Dr. Gruber was on leave as Deputy Assistant Secretary for Economic Policy at the Treasury Department. From 2003-2006 he was a key architect of Massachusetts’ ambitious health reform effort, and in 2006 became an inaugural member of the Health Connector Board, the main implementing body for that effort. In that year, he was named the 19th most powerful person in health care in the United States by Modern Healthcare Magazine. Chief information officer (CIO), chief digital information officer (CDIO) or information technology (IT) director, is a job title commonly given to the most senior executive in an enterprise responsible for the information technology and computer systems that support enterprise goals. Generally, the CIO reports to the chief executive officer, chief operating officer or chief financial officer. In military organizations, they report to the commanding officer. The Chief Information Officer role was first defined in 1981 by William R. Synnott, former Senior Vice President of the Bank of Boston, and William H. Gruber, former professor at the MIT Sloan School of Management. CIOs or CDIOs form a key part of any business that utilizes technology and data. In recent times, it has been identified that an understanding of just business or just IT is not sufficient. CIOs are needed for the management of IT resources as well as the “planning of ICT including policy and practice development, planning, budgeting, resourcing and training”. In addition to this, CIOs are becoming increasingly important in calculating how to increase profits via the use of ICT frameworks, as well as the vital role of reducing expenditure and limiting damage by setting up controls and planning for possible disasters. Computer Weekly magazine highlights that “53% of IT leaders report a shortage of people with high-level personal skills” in the workplace. In this way, CIOs are needed to decrease the gulf between roles carried out by both IT professionals and non-IT professionals in businesses in order to set up effective and working relationships. The Chief Information Officer of an organization is responsible for a number of roles. First and most importantly, the CIO must fulfill the role of business leader. As a CIO must make executive decisions regarding things such as the purchase of IT equipment from suppliers or the creation of new systems, they are therefore responsible for leading and directing the workforce of their specific organization. In addition, the CIO is ‘required to have strong organizational skills’. This is particularly relevant for a Chief Information Officer of an organization who must balance roles in order to gain a competitive advantage and keep the best interests of the organization’s employees. CIOs also have the responsibility of recruiting, so it is important that they take on the best employees to complete the jobs the company needs fulfilling. In addition, CIOs are directly required to map out both the ICT strategy and ICT policy of an organization. The ICT strategy covers future proofing, procurement, and the external and internal standards laid out by an organization. Similarly, the CIO must write up the ICT policy, detailing how ICT is utilized and applied. Both are needed for the protection of the organization in the short and long term and the process of strategizing for the future. Paul Burfitt, former CIO of AstraZeneca, also outlines the CIO’s role of IT governance, which he refers to as the “clarifying” of “accountability and the role of committees”. As the CIO has a large number of responsibilities such as provision of finance, recruitment of professionals and development of policy and strategy, the risks are consequently vast. The CIO of U.S company Target was forced into resignation in 2014 after the theft of 40 million credit card details and 70 million customer details by hackers. CIOs carry out a large number of roles and therefore the chance of failure is very high. In this way, any CIO must be knowledgeable about the industry so they can adapt and reduce the chance of error. Information technology and its systems have become so important that the CIO has come to be viewed in many organizations as a key contributor in formulating strategic goals for an organization. The prominence of the CIO position has greatly risen as information, and the information technology that drives it, has become an increasingly important part of the modern organization.

Peter Van Doren joins us for a discussion about why environmental policy questions so often result in dueling scientific studies. Scientific studies and data get invoked all the time in debates about policy, especially when it comes to matters of environmental policy. But why should those who prefer a cleaner environment (or on the flip side, those who prefer more industry and the benefits it brings) have to justify their preferences with scientific evidence? What makes environmental policy conflicts so intractable? Why is “science” invoked by both sides of the political spectrum in policy conflicts? Dr. C. Kirabo Jackson from Human Development and Social Policy at Northwestern University completed a talk on entitled "Non-Cognitive Ability, Test Scores, and Teacher Quality: Evidence from 9th Grade Teachers in North Carolina" on Monday October 6th, 2014 for the Ed Policy Seminar Series sponsored by EdPolicyWorks. Talk Abstract: This paper presents a model where teacher effects on long-run outcomes reflect effects on both cognitive skills (measured by test-scores) and non-cognitive skills (measured by non-test-score outcomes). In administrative data, teachers have causal effects on test-scores and student absences, suspensions, grades, and on-time grade progression. Teacher effects on a weighted average of these non-test score outcomes (a proxy for non-cognitive skills) predict teacher effects on dropout, high-school completion, and college-entrance-exam taking above and beyond their effects on test scores. Accordingly, test-score effects alone fail to identify excellent teachers and may understate the importance of teachers for longer-run outcomes. Presenter Bio: Dr. C. Kirabo Jackson is Associate Professor at the School of Education and Social Policy at Northwestern University, is a Faculty Fellow at the Institute for Policy Research, and is a Faculty Research Fellow at the National Bureau of Economic Research. He holds a Ph.D. in economics from Harvard University. His research interests span the fields of labor economics, public finance, and applied econometrics, with a focus on the economics of education. Much of his research has focused on the role of teachers in the K-12 system. His work has appeared in economics journals such as the Review of Economics and Statistics, the American Economic Journal, the Economic Journal, the Journal of Labor Economics, and the Journal of Public Economics. His research has been featured in numerous news outlets including the New York Times, the Wall Street Journal, the Washington Post, Globe and Mail, and USA Today. Myriam Quispe-Agnoli is a faculty member in the Department of Economics of Terry College of Business in the University of Georgia in Athens, Georgia. She used to be a research economist and assistant policy adviser in the research department at the Federal Reserve Bank of Atlanta. Her fields of specialization are international economics, trade and finance, open macroeconomics, and economic development. Dr. Quispe-Agnoli has published her research in various journals, including Journal of Policy Analysis and Management, Journal of Regional Science, Southern Economic Journal, American Journal of Public Health and Contemporary Economic Policy. Her research has also appeared in several books. A native of Lima, Peru, Dr. Quispe-Agnoli earned a bachelor's degree in social sciences at Pontifical Catholic University of Peru. She earned her master's degree in economics from Vanderbilt University and her doctorate in economics from the University of North Carolina at Chapel Hill. How Health Services Research Was Used in Health Care Reform

Karen Davis from The Commonwealth Fund chaired a special session at the 2010 AcademyHealth Annual Research Meeting that looked at the role of health services research in informing Congressional health reform discussions. During the session, panelists Jonathan Gruber,Massachusetts Institute of Technology, Mark McClellan,Brookings Institute, and Cathy Schoen, The Commonwealth Fund, focused on issues around affordability and delivery system redesign. Schoen's presentation included a discussion of the Commonwealth Fund Commission Path Report and its contribution to the health reform framework, while Gruber discussed how health services research and simulation modeling contributed to health insurance design decisions, and McClellan reviewed contributions to payment and delivery system design decisions. Respondents Jack Ebeler, Committee on Energy and Commerce, and Liz Fowler, Senate Finance Committee, provided their perspectives on the contribution of health services research to the key health reform decisions in the House of Representatives and Senate. The UKCTAS is now a leading international centre of tobacco and alcohol research and policy excellence with an extensive research programme. We have established a cohort of early career researchers, provide a teaching programme to train and engage the wider research and policy community in tobacco and alcohol research. We facilitate policy development by informing policy makers of the latest scientific research on tobacco and alcohol use, and thus contributing to the nation's public health.

Victoria University of Wellington - Honorary Doctorate, Rob Cameron Robert Laurence Cameron is a leader in the New Zealand business world and one of this country's most accomplished investment bankers. He has influenced national microeconomic policies and managed some of New Zealand's largest organisational transactions during his distinguished career. Rob Cameron received a Bachelor of Commerce and Administration from Victoria University in 1971, beginning his career in the Department of Trade and Industry. In 1974, he returned to complete a First Class Honours degree in Economics before serving as Private Secretary to the Honourable Joe Walding and, subsequently, the Right Honourable Sir Brian Talboys, providing advice on overseas trade and national development issues. While working in the internal economics division of the Treasury, he was awarded a prestigious Harkness Fellowship to Harvard University where he gained a Master of Public Administration in Economics. During his time there, Rob Cameron was also invited to the Brookings Institution in Washington D.C. as a Guest Scholar. On his return to New Zealand, Rob Cameron re-joined the Treasury as a Section Head in the Economics Division. He was a principal architect in the development of the state owned enterprise model during the early 1980s before taking up the role of Director of Research at Jarden & Company. During this time, Rob Cameron became one of the financial sector's leading analysts. He went on to lead the investment banking division at Fay Richwhite & Company, advising on some of New Zealand's largest capital market transactions. In 1995, he established Cameron Partners Limited, now one of New Zealand's foremost independent investment banks. Throughout his career, Rob Cameron has continued to engage with public sector issues and advise governments and, in 2008, was appointed Chair of the Capital Markets Development Taskforce. The series of recommendations from the Taskforce resulted in major policy changes affecting New Zealand's capital markets. Rob Cameron has supported not-for-profit organisations, including serving as a member of the Board of Trustees of Special Olympics New Zealand. He is currently a Director on the Board of KEA, which encourages expatriate New Zealanders and friends of New Zealand to increase their contribution to the country. He has also continued to provide knowledge and support to his alma mater, Victoria University of Wellington, through such roles as Chair of the New Zealand Institute for the Study of Competition and Regulation and as a long-serving member of the Advisory Boards for the Faculty of Commerce and Administration and the School of Government. He was a member and Treasurer of the University Council between 1998 and 2001, and his support of Victoria University was recognised in 2003 when he received a Hunter Fellowship. Rob Cameron's economic and financial expertise has seen him receive a number of accolades, including being made a lifelong Fellow of the Institute of Finance Professionals New Zealand. He is a business leader who has made significant and influential contributions to both private and public sectors in New Zealand and, for many years, has been a critically important contributor to the growth and governance of Victoria University.
