Китай вытесняет Россию из Центральной Азии: Таджикистан и Узбекистан отказались вступать в ЕАЭС Почему Таджикистан не спешит вступать в ЕАЭС? И почему Узбекистан и Азербайджан все больше дистанцируются от этого интеграционного объединения? На минувшей неделе на саммите ЕАЭС в Алматы глава правительства России Дмитрий Медведев заявил: «Больше всего проблем ЕАЭС связано со сферой таможенного и технического регулирования услуг». Поэтому он призвал страны ЕАЭС внедрять союзный Таможенный кодекс в национальное законодательство. Иными словами, Москва предлагает своим партнерам по ЕАЭС привести свое внутреннее законодательство в соответствие к критериями Евразийского экономического союза. И, видимо, такая постановка вопроса еще более усиливает нерешительность Душанбе в вопросе вступления в ЕАЭС. По сути речь идет о том, что национальное законодательство должно подчиняться директивам руководящих органов ЕАЭС, а это означает потерю самостоятельности правительства Таджикистана. Впрочем, такая же коллизия существует между Еврокомиссией в Брюсселе и правительствами стран-членов ЕС в ведущих столицах Старого континента. Если Таджикистан лишь тянет время, но обещает Москве обязательно вступить в ЕАЭС в обозримом будущем, то другие три страны СНГ – Азербайджан, Узбекистан и Туркмения – уже сняли вопрос о своем возможном членстве с повестки дня. Ответ прост. Все три страны являются членами «Движения неприсоединения» (англ. Non-Alignment Movement) - международной организации, объединяющей 120 государств мира на принципах неучастия в военных блоках. Туркмения и Азербайджан сразу после распада СССР заявили, что не собираются вступать в ОДКБ, а Узбекистан лишь в сентябре 2017 года с трибуны Генассамблеи ООН окончательно объявил, что возвращаться в ОДКБ не намерен, так как Ташкент вступил в Движение неприсоединения. Это означает, что вопрос о возможном размещении в Узбекистане военной базы России также уже утратил актуальность. Окончательно отказавшись от членства в ОДКБ, Баку и Ташкент также решили дистанцироваться от ЕАЭС, так как стремятся ослабить свою зависимость от Москвы не только в военной сфере, но и в области торгово-экономических отношений. Что касается нежелания Ташкента вступать в ЕАЭС, то, по мнению экспертов, оно в немалой степени связано с активной экспансией Поднебесной в Центральной Азии. Пекин вложил миллиарды долларов в модернизацию экономики стран региона и готов инвестировать свои средства в масштабный проект строительства железной дороги между Китаем и Центральной Азией. Сегодня Китай – крупнейший внешнеторговый партнер Узбекистана. В ходе визита президента Узбекистана Шавката Мирзиёева в Китай в мае 2017 г. были подписаны договоры на поставку продукции и инвестиционных соглашений на $22 млрд. Так что экономическая экспансия Поднебесной в Узбекистан стала реальностью. Таким образом, Поднебесная перетягивает на свою сторону республики Центральной Азии и пытается лишить Москву роли мощного экономического локомотива, который мог бы потянуть за собой хрупкую экономику стран Центральной Азии. There are studies linked below that demonstrate a tangible safety benefit of amber turn signals. You might want to check them out. Though it might be small, the benefit is demonstrably there. This has always bugged me, and no one talks about it. Our automotive lighting regulations in North America are stupid when it comes to tail lights. This video is about what is stupid, why it’s stupid, and what we could do about it. Here are some studies showing that amber turn signals are indeed safer: The following NHTSA study found between a 3 and 28% decrease in liklihood of collision with amber turn signals, although it acknowledges that some of this may have been related to simply having a separate indicator for braking and turning and not explicitly the color; https://www.nhtsa.gov/sites/nhtsa.dot.gov/files/documents/811_037.pdf This study showed a significant descrease in reaction time to a brake signal when the vehicle is fitted with amber turn signals--partially explained by “Specifically, the subjects knew whether the red or the yellow turn signals were to be expected”. So, what is the problem with this? Is there any problem to start off your essay with something like this, or to start off your answer? There's a big problem. So I want you to take a moment and think: "What could be the problem with starting your essay off with this sentence?" Okay, well, if you noticed, you have here the word: "education, education, is, is, the single most important, most important factor". If you notice, these are the same. They're the exact same, except for: "I agree that" and "because". The student, here, has used the exact same wording that is in the question. So, if you do this on the IELTS-and many students do this, same with on the TOEFL-you actually will lose marks, and same with in university, because you're not showing your abilities; you're just copying what somebody else has said or what the essay question is. So, in this video, I'm going to show you first off... First off, I'm going to tell you: Don't do this, don't copy. And I'm going to teach you ways in order to improve yourself and your answer by changing this wording. How can you change your introduction so it's different than what the question is? Okay? So, let's look at how to make these changes. Okay, so what we are going to do in order to change the question into a proper answer that doesn't just copy the question, is we are going to paraphrase. So, the word here is: "paraphrase". This might be a new word for you. What does it mean to paraphrase something? Well, when we paraphrase, it means we take a sentence that, you know... We take somebody else's sentence and we change it into our own words. Okay? So, we change the words of a sentence, we also change maybe the sentence structure, but we keep all the same meaning. Okay? So, the meaning from the sentence you copy, it stays the same, same meaning, but different words and different sentence structure. Okay? So it's in your words, but this other person's meaning. So, we are going to paraphrase this example of a question into our own words. So, first we're going to look at how to do that using vocabulary and synonyms. So, we have here the same question: "Education is the single most important factor in the development of a country." How can we put this into new words or our own words that keep the same meaning? Well, we can use synonyms. So, this might be a new word for you, too. A "synonym". "Synonyms" are words that have the same meaning, but are different words.

Formula 1 has put together new details about its plans to overhaul the cars for 2021, and a small selection of journalists have had an early look at how things are shaping up. One of those journalists was Jonathan Noble, who joins Jake Boxall-Legge to talk through what he saw, what F1's chiefs are saying, and what happens next. Debbie Sterling is an engineer and founder of GoldieBlox, a toy company out to inspire the next generation of female engineers. She has made it her mission in life to tackle the gender gap in science, technology, engineering and math. GoldieBlox is a book series+construction set that engages kids to build through the story of Goldie, the girl inventor who solves problems by building simple machines. Debbie writes and illustrates Goldie's stories, taking inspiration from her grandmother, one of the first female cartoonists and creator of ""Mr. Magoo."" Her company, launched in 2012, raised over $285,000 in 30 days through Kickstarter, and has been featured in numerous publications such as The Atlantic and Forbes. Prior to founding GoldieBlox, Debbie served as the Marketing Director of Lori Bonn, a national jewelry company. For the past 7 years, she has also served as a brand strategy consultant for a wide variety of organizations including Microsoft, T-Mobile, Organic Valley and the New York Knicks. Debbie's inspiration to create a mission-driven company came in 2008, when she spent 6 months volunteering at a grassroots nonprofit in rural India. She created a viral fundraising campaign called ""I Want a Goat,"" raising over $30,000 for economic and educational development in the region. Historical accounts tend to emphasize that scientists and inventors simply had the right brains in the right time and the right place. However, closer attention to the social and cultural contexts of discoveries and inventions can reveal how they are usually highly relevant and appropriate to the times and places that they occur. Albert Einstein's discovery of the special theory of relativity, Henri Becquerel's discovery of radioactivity, and the invention of Viagra were not merely lucky accidents -- they emerged because the individuals involved were searching for specific solutions to specific social, cultural, political, and technical problems. Hallam Stevens is a historian of science and technology whose research focuses on the intersection between the life sciences and information technology. This nexus is the subject of his monograph -- Life out of sequence: a data driven history of bioinformatics -- published by University of Chicago Press in November 2013. Hallam is currently completing two other books: a textbook on the history of biotechnology and an edited volume characterizing 'postgenomic' biology. His on-going research examines the impact of genomics and data-driven technologies on the production of biological knowledge in Asia. The medical device industry is overshadowed by huge companies which both stifle innovation and drain available resources. In the field of retinal imaging, there are just a handful of companies with revenues in the hundreds of millions of dollars but they make large and expensive devices that are inappropriate for the developing world. Dr Craig Robertson and his company, Epipole, make smart intelligent devices that address specific illnesses using robust, high quality but relatively inexpensive hardware and very intelligent cloud-based storage and computing. In his talk, Craig will look at what disruption means in the medical device industry. He’ll explore how we can make devices that fulfil the needs of the many, not the few, and make them at a price that allows for ethical trading. Dr. Craig Robertson is the founder of Epipole Ltd, a company which develops intellectual property in the domain of image, data and signal processing. His current project is a medical device which is particularly tuned to the detection of retinopathy. Craig’s background is in invention, mathematical problem solving and algorithm development. He invented 3D data acquisition systems, holds patents in the fields of optics, software and medical devices and has been a programmer for over 30 years. Craig has produced over thirty peer-reviewed papers, co-authored three books and produced many technical reports on subjects ranging from automated diagnosis to evolutionary optimisation and Open Source business integration. Yahoo Finance Editor-in-Chief Andy Serwer sits down with Eric Schmidt, Technical Advisor to the Board of Alphabet, former CEO and Executive Chairman at Google, and co-author of the new book, "Trillion Dollar Coach: The Leadership Playbook of Silicon Valley's Bill Campbell." Former Google CEO Eric Schmidt rejected the notion that Capitol Hill has a role to play in regulating big tech companies, breaking with Facebook CEO Mark Zuckerberg’s recent willingness to work with lawmakers. “The problem is if you write a rule, inevitably, you fix the solution on a specific solution, but the technology moves so quickly,” Schmidt says. “It’s generally better to let the tech companies do these things,” he adds. Schmidt, who ran Google from 2001 to 2011, acknowledged that over his tenure the company did not understand the scale or severity of problems originating from its products. But since then, the company has addressed the issues, he said. “Our response has, in my view, been very strong,” he said. “Today, we have all sorts of software that enforces policies of one kind or another. And people complain about the rules, but the fact of the matter is the rules are published.” Last month, the European Union fined Google 1.5 billion euros, or about $1.7 billion, for violating antitrust laws by requiring companies to abide by unfair terms if they used its search bar on their websites in Europe. It was the third fine against Google by the European Union since 2017. Schmidt made the remarks about regulation to Editor-in-Chief Andy Serwer in a conversation that aired on Yahoo Finance in an episode of “Influencers with Andy Serwer,” a weekly interview series with leaders in business, politics, and entertainment. Hired as CEO by Google founders Larry Page and Sergey Brin, Schmidt grew Google from a startup to a multinational tech giant. Under his tenure, the company extended its offerings beyond search through the acquisition of YouTube and the development of the Android mobile operating system, among other initiatives. From 2011 to 2017, Schmidt served as the Executive Chairman at Google and its parent company Alphabet. Schmidt remains a technical adviser to the board of Alphabet. On Tuesday, Schmidt released a book entitled “Trillion Dollar Coach,” which chronicles the life and management advice of famed executive coach Bill Campbell. The book is co-authored by Jonathan Rosenberg and Alan Eagle, former colleagues of Schmidt at Google. ‘There will continue to be surprises’ The comments from Schmidt contrast with those made by Zuckerberg in a Washington Post op-ed late last month, which suggested a willingness to work with regulators. “I’ve come to believe that we shouldn’t make so many important decisions about speech on our own,” Zuckerberg wrote. In an interview with Recode last week, U.S. House Speaker Nancy Pelosi heralded a “new era” for tech regulation. Senator Elizabeth Warren, Massachusetts Democrat and 2020 presidential candidate, has called for breaking up tech giants like Google, Facebook, and Amazon. Meanwhile, Sen. Marsha Blackburn (R-TN) introduced a bill last Wednesday that seeks to protect people’s privacy online. Sen. Mark Warner (D-VA) and Sen. Deb Fischer (R-NE) introduced a separate bill that would prevent online companies from deceiving users in an effort to persuade them to hand over their data. Schmidt suggested that even if Congress does pass new regulations on tech companies, issues will continue to originate on tech platforms because the sites display unpredictable human conduct. Content moderators and other employees need to ensure that users abide by the rules of a given platform, he said. “All of these platforms that are human centric will have to have a component of them, which is...watching what the users are doing and making sure they're consistent with their terms of service and the law,” he says. “These issues are ongoing, because these are human-based systems,” he says. “And so humans will continue to use them. They will continue to do unexpected things. It implemented an industry-wide technical standard—nicknamed “Academy Mono”—that dramatically impaired the sound quality for all talking pictures. Why exactly industry leaders thought such impairments were a good idea remains unclear. At the time, the Academy claimed that its standard would correct the problems with sub-par sound systems, and thereby improve the reproduction of films in smaller theaters. My presentation, however, provides a different explanation. Drawing upon studio contracts, court filings, FCC reports, and the surviving correspondence of audio engineers, I argue that studios adopted the technical standard in order to kneecap the Hollywood office of AT&T. In the years leading up to Academy Mono’s creation, the telephone company had been widely accused of “throttling” films and extorting exhibitors into installing AT&T-licensed loudspeakers. The solution to this power grab was to implement acoustical restrictions that undercut AT&T’s equipment advantages and weakened the company’s stranglehold on the industry. This presentation, in turn, reconsiders the value of technical standards within media industries. Contrary to scholarship that sees standardization as a means to bolster cooperation and efficiency, I contend that industry leaders exploit technical regulations in order to restrict competition, consolidate power, and maximize profits. In other words, standards are designed to benefit those in power, often at the expense of aesthetic quality and intra-industry cooperation. Thorium is an abundant material currently disposed of as waste. It is found in coal ash piles and mine tailings. A single Rare Earths mine could produce enough Thorium byproduct to power the entire planet. To do so requires a very different nuclear reactor than the kinds we use today. Not one that uses solid fuel rods, but a reactor in which the fuel is kept in a liquid state. Not one that uses pressurized water as a coolant, but a reactor that uses extremely stable molten salts. The full description of one such reactor is: 2-Fluid, Thermal-Spectrum, Molten-Salt Breeder Reactor equipped with a chemical fuel salt treatment module. Such a reactor was conceived of decades ago, as documented in the book "Fluid Fuel Reactors" [1958]. Or, simply "LFTR" (Liquid Fluoride Thorium Reactor) as proposed by Flibe Energy's Kirk Sorensen... a modern redesign of the 2-Fluid, thermal-spectrum, MSBR concept. http://Flibe-Energy.com/ Since 2011 (the year Flibe Energy was founded), legislators asking questions about Thorium have had their queries answered as if such a reactor design did not exist. NNL [UK] and OECD [NEA] reports on the Thorium Fuel Cycle did not explore the implications of this reactor, and dismiss thorium based on challenges and mediocre performance found in other reactor designs. For example, other options include a "Fast-Spectrum Molten-Salt Reactor". Worth pursuing, certainly, but requires more fissile inventory than LFTR... approximately 5x as much. (Fissile inventory is specifically mentioned as a concern by OECD's thorium report.) And assuming the challenges of a fast-spectrum MSR can be met... both natural Uranium and natural Thorium can both be fully consumed as fuel in a fast-spectrum reactor. That is where Thorium is dismissed as only "4x as common as Uranium" (fast-spectrum usage) rather than "400x as common as U-235" (thermal-spectrum usage). Thorium's advantages: both thermal-spectrum breeding and unique chemical properties, are taken full advantage of only by LFTR style reactors. When evaluated in any other reactor, depending on that reactor, Uranium can be as attractive, more attractive, or Uranium can be the only viable option. For example: Shippingport. Cited as an example of a "Thorium Reactor" by Dr. Lyons, it was NEVER intended to be economical, and features no advantages of LFTR. It was a solid-fuel reactor, and so operated at low-temperature, had no on-line chemical reprocessing, used high-pressure water coolant, used fuel as inefficiently as every other solid-fuel reactor, and had to be shut down every time it was refueled. 2 of its 3 fuel loads were Enriched Uranium. It was -a- Reactor capable of consuming Thorium and demonstrated only that it was possible... it was not -THE- Thorium Reactor. The government has put in place new regulations that will change the way in which Technial Advisors under aid funded programs are engaged and contracted to the State. The new regulations are expected to overcome problems affecting aid programs. Part of the new rules will see the removal of foreign governments staff from Technical Advisors positions in the public service.
