Watch Dogs may failed to live up to its hype it once had, but overall it's a good game. It's a shame the graphics are downgraded comparing to the E3 2012/13 builds, but it's not a horrible looking game either. Only thing is, it is not very optimized. Even high-end machines struggled to maintain stable framerates at maximum settings.

For the settings, I used Watch Dogs Config Tool by bilago.
This tool reveals more graphical options, making tweaking more flexible. So you can either set it to the ultra performance (lowest), ultra quality (maxed out), or in between.
For me, I bumped the render quality, LOD, geometry and vegetation to the lowest while I bumped the ambient occlusion, DOF, and also hidden options like HDR.
The HDR may make a game a tad too dark especially at night time, but it basically saturates the color to give a lively feel to the visuals.
I tried to maximize as much as possible while maintaining performance. Unfortunately, I can't bump up the textures. When set texture to High, the game will stutter especially at the driving parts. Let alone it is said that 2GB of VRAM is required for such texture quality. Ultra would require 3GB, which is insane.
Medium textures are so fugly, but that can't be helped, so meh.

Game doesn't run 100% butter smooth. Minor framerate drops happens occasionally, but in overall it is not very disruptive and therefore, fully playable. Keep in mind that as of the day I've tested, the game is known to be unoptimized. Not sure if an upcoming patch or so will improve this issue.
GTX 460 is doing alright with next gen titles like this so far.
