English Vocabulary: How to talk about the economy

http://www.engvid.com Let's talk business! Today you'll learn vocabulary that will help you to read and speak about the economy. We will look at common words used to discuss economic matters, such as GDP, stagnation, fiscal, and more. These words and expressions will help you read financial news articles and follow economic reports on television and online. After the lesson, take the quiz and try to practice these words by discussing economic matters in English with your co-workers and friends. Today's lesson, we're going to look at business English. We're going to talk about the economy. Now, we're not going to get into too much detail. We're not going to get into economic theories, etc. What we're going to look at is some vocabulary that will help you read financial articles and newspapers, or online, or watch financial broadcasts on TV; CNN, Money Matters, etc., things like that. So, we're going to look at all these words. We're going to start with "GDP" because everything somehow relates to "GDP - gross domestic product". What is this? This is the total value, the total monetary value of goods and services produced within a country. So everything that the country produces from toilet paper to airplanes, and services from massage to heart surgery, all the money that's made from these goods and services together adds up to the GDP. So, when we're talking about GDP, we're going to refer back to this expression when we're talking about some of these other words. So, first, let's look at "fiscal". "Fiscal" basically means anything to do with money, anything to do with financial matters, especially when we're talking about taxes. Okay? So, when... The most common thing you'll hear is "fiscal year". So when we're talking about a company's fiscal year, we're talking about it's the beginning of its tax year to the end of its tax year. In some countries, everybody matches this to January to December; in other countries, you're allowed... Your fiscal year starts when you start your business, and then one year later is the end of your fiscal year. It's easier to match it to the calendar year, but... A "quarter". Now, you're going to always hear about prices, and stocks, and values going up or down over the last quarter or over the last two quarters. What is a "quarter"? It's basically three months. So if you're talking about the first quarter of the year, you're talking about January, February, March. That's your first quarter. Your next three months, second quarter. Four quarters makes one year. "Currency". I think everybody knows this word, but just in case, this is the money that is used in a country or a region. This is the monetary value that is used for exchanges, trades, investments, etc. In Canada, we use the Canadian dollar. In the U.S., they use the American dollar. Euro in Europe, etc. A "budget". A "budget" or "to budget", it can be a noun or a verb, means to make a plan on how to spend a certain amount of money. So, for example, a government has this much money that they need to spend, or they have a plan that they want to spend this much money. Now, they want to spend a million dollars. I'm being very simple, here; I'm not going to get into big numbers. They need to spend a million dollars to provide all the services that they need and to buy all the materials that they need to import, etc. If they are running on a deficit, that means that they need to spend more money than they have. They have to spend on things to bring in or to run the country, but they don't have. So if I need to spend a million dollars but I only make the revenues of the country are only $900,000, then they will run on $100,000 deficit. Okay? "Surplus" is the opposite. "Surplus" is when the government or any company, you don't have to apply this to a government, when you have more money than you need for the budget. So if I need to spend a million dollars over the next year, but I have a million and a half, then I have half a million dollar surplus, which is always a good thing. "Inflation/deflation". "Inflation" is when prices of goods and services go up, but wages stay the same. So, basically, the purchase power of the individual goes down. You have the same amount of money, but you can buy fewer things or you can hire fewer people to do to have services for you. "Deflation" is the opposite. That's when prices go down, and the value of your dollar or your currency goes up. Both situations are not good.

Stacy Mitchell is a researcher and writer at the Institute for Local Self-Reliance (ILSR), a national nonprofit organization that challenges corporate consolidation of the economy and champions policies to nurture community-scaled enterprise. Stacy directs two ILSR initiatives on independent business and community banking. Her analysis has helped inspire many grassroots campaigns and provided empirical support for changes to local and state policy. Stacy's articles have appeared in Business Week, The Nation, Grist, Utne Reader, Sojourners, and many daily newspapers. Her book, Big-Box Swindle: The True Cost of Mega-Retailers and the Fight for America's Independent Businesses, was named one of the top ten business books of 2007 by Booklist. In 2006, she helped launch the Portland Independent Business & Community Alliance, which has a membership today of over 400 local businesses and runs Portland's popular "buy local" campaign. Stacy is a graduate of Macalester College, where she studied U.S. labor and environmental history. She lives in Portland with her husband. The artist redistributed the pay-per-view articles for free and offered to pay readers and writers of the news articles. Readers could earn one dollar for responding correctly to quizzes about featured articles, and journalists were invited to claim compensation for their writing. Donors could offer any amount to crowdfund the system. This circular economic model aims to monetize pirated content for informing the public about socio-economic issues. The artist sifted through thousands of news articles, editing fifteen issues, each featuring eight articles. DailyPaywall.com has over 60,000 articles and 1000 print copies were distributed as a free paper available in custom newsracks and bookshops throughout New York City. Ultimately, the site was shut down when the largest education and publishing company in the world made claims on its copyrighted material, while the artwork was discussed and reviewed by international media outlets. The performance was pre-scripted and staged for engaging participants in a critical exploration of modern economic models and the distribution of information as material to make works of art. http://paolocirio.net/work/daily-paywall/

In 1947 Britain prepared to end nearly a century of rule over the Indian subcontinent and its 390 million people. Hindus were concentrated in central and southern India, Muslims in Bengal in the northwest. In the chaos that followed partition, 15 million people fled across the new borders and 500,000 died in rioting. Four border regions saw the worst of it: Sindh, Bengal, Punjab, and Jammu and Kashmir. Among India's 565 princely states only Jammu and Kashmir had a Hindu Maharajah ruling over a majority Muslim population. India claimed the Maharaja decided to join India. Pakistan disputed this. In October Pashtuns from Pakistan's Northwest Frontier Province invaded Kashmir with the support of Pakistan's government. In October of 1947 the Maharaja left Srinagar. Indian troops were airlifted in but were ill-prepared for the cold and altitude. Pakistan responded with its own campaign and India approached the United Nations to broker a ceasefire which went into effect on January 1st 1949, establishing a line of control but no final border. In 1962 China attacked India in the Aksai Chin region of Kashmir easily defeating India's poorly equipped Himalayan troops. China retains control of the Aksai Chin today. Three years later encouraged by China's success Pakistan sent troops across the line of control dressed as Kashmiri locals - the fighting proved brief and inconclusive. On September 22nd both sides agreed to a un-backed ceasefire. Another brief war broke out over East Pakistan in 1971 - this one conclusive. East Pakistan seceded. Ten million refugees streamed into West Bengal and, with India's help, Bangladesh was born. In 1999 after both India and Pakistan had successfully tested nuclear weapons, full-scale war was barely avoided when Pakistan tried to seize the cargill region of indian-controlled Kashmir. That’s the day 17.4 million people in the United Kingdom voted to become the first country to leave the European Union. This is the story of Brexit. We begin 60 years ago. After World Wars I and II had brought unprecedented death and destruction to the continent, a simple theory gained traction: if countries form stronger economic ties, they’ll be much less likely to fight each other. So, in 1957, Belgium, France, Italy, Luxembourg, Netherlands, and West Germany signed the Treaty of Rome and formed the European Economic Community. The UK wasn’t included. It tried to join in 1963 and ‘67, but was blocked by French President Charles de Gaulle. De Gaulle didn’t trust the British and their close allies, the United States, although de Gaulle’s official reason was that the UK’s economy wasn’t compatible with Europe’s. A few years later, once de Gaulle was out of power, the UK became a member of the EEC in 1973. But not everyone was sold on the idea. So, just two years after joining, the UK held its first ever national referendum to decide whether it should turn around and leave. The vote wasn’t close, 67% of the electorate chose to stay. In the years since, the EEC has become known as the European Union, expanded to 28 member states, and enacted countless laws and reforms that have created a thriving political and economic zone with 500 million citizens. In many ways it was designed to mirror the world’s most successful federal republic: the United States. Just like the American colonies had done two centuries earlier, the individual countries of Europe decided they’d be better off - economically, geopolitically - if they formed a unified group. It was a good decision. For proof, look no further than the year-by-year, per-person GDP rate, which has skyrocketed across the entire euro-zone. Germany, the UK, and France, the EU’s biggest economies and the 4th, 5th, and 6th largest individual economies in the world, have seen their growth track right along with each other at roughly the rate of the United States. A look at the emerging economies of Brazil, China, and South Africa gives you a better sense of just how closely the Europeans have tracked together. Look at Turkey — who wants desperately to join the union — compared to Portugal, Italy, Greece, and Spain the four EU countries most affected by the global downturn at the end of the previous decade, and you see more evidence of the power of the EU in driving growth. As it has became more and more integrated — as its members chose to give up more and more of their sovereignty — the UK kept negotiating ways to stay independent from key aspects of the union. It didn’t join the open border that the rest of the EU created in 1995 to create completely free movement within the union, and it chose to keep the British pound as its currency instead of adopting the Euro. But the development that made the UK’s eventual exit most likely was the adoption of the Lisbon Treaty in 2009. Not only did it make the EU’s central institutions more efficient and more powerful, but — for the first time — it gave its members an official mechanism to leave, called Article 50. At around the same time, the world was hit by a severe recession. Greece, whose public debt was far higher than most other EU members, was worse off. Its fellow union members forced it to implement severe spending cutbacks in exchange for money it needed to stabilize its economy. This was followed by a migrant crisis, as millions of refugees fled war-torn countries across the Middle East and North Africa. As immigration rates rose across Europe, the preferred destination was one of the big three economies: Germany, the UK, or France...

Whether in the media, politics, or even in our personal relationships, we all recognize that the country is increasingly defined by a culture of contempt – in which people treat others with whom they disagree as defective, or worthless. Within this distressing reality, however, there lies an opportunity for our nation. Drawing on history, social psychology, behavioral economics, and the counsel of ancient wisdom, Arthur Brooks addresses the divisions that plague America, and finds a set of strategies to help us disagree better, forge a new model of aspirational leadership, and unite the country. Arthur C. Brooks is president of the American Enterprise Institute (AEI), a nonpartisan public policy think tank in Washington, DC, where he is also the Beth and Ravenel Curry Scholar in Free Enterprise. Additionally, Dr. Brooks is a columnist for the Washington Post and host of the podcast “The Arthur Brooks Show.” At 19, Dr. Brooks left college to work professionally as a classical musician (a period his parents described as his “gap decade”). During this time, he toured the United States with the Annapolis Brass Quintet, recorded albums with jazz guitarist Charlie Byrd and others, and spent several seasons as associate principal French horn with the City Orchestra of Barcelona. In his late twenties, Dr. Brooks returned to college by correspondence and studied economics, mathematics, and modern languages, eventually earning his B.A. while still working as a musician. He went on to pursue an M.A. in economics at Florida Atlantic University and a Ph.D. in public policy at the RAND Graduate School in Santa Monica, California. His doctoral work focused on applied microeconomics and mathematical modeling. While earning his Ph.D., Dr. Brooks also conducted research for the RAND Corporation on theater-level combat models for the US Air Force. Upon completion of his doctorate, Dr. Brooks joined the faculty of Syracuse University as a professor of public administration. For ten years, he taught courses in economics and social entrepreneurship and conducted research on happiness and the economics of philanthropy. He was the Louis A. Bantle Professor of Business and Government at Syracuse until assuming the presidency of AEI on January 1, 2009. Dr. Brooks has published dozens of scholarly articles and 11 books on topics including philanthropy, military operations research, the future of conservatism, and human happiness. His next book, “Love Your Enemies,” will be released in March 2019 (Broadside Books, 2019). Previous books include New York Times bestsellers “The Conservative Heart: How to Build a Fairer, Happier, and More Prosperous America” (Broadside Books, 2015) and “The Road to Freedom: How to Win the Fight for Free Enterprise” (Basic Books, 2012) as well as the textbook “Social Entrepreneurship” (Prentice Hall, 2008). Dr. Brooks delivers more than 100 speeches annually around the US, Europe, and Asia. He appears regularly on radio and television and is a frequent guest host for programs such as CNBC’s “Squawk Box.” He writes frequently for the Washington Post and publishes featured pieces in outlets such as The New York Times, The Wall Street Journal, Commentary Magazine, and Foreign Affairs. This is the first new economic paradigm to emerge on the world scene since the advent of capitalism and socialism in the early 19th century. So it's a remarkable historical event. It has long-term implications for society. But what's really interesting is the trigger that's giving birth to this new economic system. The trigger is something called zero marginal cost. Now, marginal costs are the costs of producing an additional unit of a good and service after your fixed costs are covered. Business people are all aware of marginal costs, most of the public isn't. But this idea of zero marginal cost is going to dramatically intimately affect every single person in the world in the coming years in every aspect of their life. There's a paradox deeply embedded in the very heart of the capitalist market system previously really undisclosed. This paradox has been responsible for the tremendous success of capitalism over the last two centuries. But here's the irony, the very success of this paradox is now leading to an end game and a new paradigm emerging out of capitalism is collaborative commons. Let me explain. In a traditional market, sellers are always constantly probing for new technologies that can increase their productivity, reduce their marginal costs so they can put out cheaper products and win over consumers and market share and beat out their competitors and bring some profit back to investors. So business people are always looking for ways to increase productivity and reduce their marginal cost, they simply never expected in their wildest dreams that there would be a technology revolution so powerful in it's productivity that it might reduce those margins of cost to near zero making goods and services essentially free, priceless and beyond the market exchange economy. That's now beginning to happen in the real world. The first inklings of this zero margin cost phenomenon was with the inception of the World Wide Web from 1990 until 2014. We saw this zero marginal cost phenomenon invade the newspaper industry, the magazine industry and book publishing. With the coming of the World Wide Web and the Internet all of a sudden millions of people, then hundreds of millions of people, and now 40 percent of the human race with very cheap cell phones and computers they're sending audio, video and texting each other at near zero marginal cost. So what's happened is millions of consumers became prosumers with the advent of the Internet. And so they're producing and sharing their own videos, their own news blogs, their own entertainment, their own knowledge with each other in these lateral networks at near zero marginal costs and essentially for free bypassing the capitalist market, in many instances altogether. This zero marginal cost phenomena, as it invaded the information industries, wreaked havoc on big, big industries. Newspapers went out of business; they couldn't compete with near zero marginal costs. Magazines went out of business. And my own industry publishing has been just wracked by free e-books and free knowledge and information. But, you know, the strange thing about it is at first a lot of industry watchers said this is a good thing because if we give out more and more information goods free and people are producing and sharing it free, these freemiums will stimulate people's appetite to want premiums and then upgrade this free goods and information by getting more customized information. I'll give you an example. Musicians give away their music free when they started to see this happen hoping that they would get a big loyal fan repertoire and then their fans would be enticed to go to their concerts and pay premium in order to be there in person. And then, of course, we saw this with newspapers. The New York Times will give you ten free articles a month, freemiums, hoping that you'll then upload upgrade to premiums and by their subscription service. It didn't happen on any large scale. This was very naïve by industry watchers. Sure, some people have moved from freemiums to premiums but when more and more information goods are out there nearly free shared with each other, music, film, arts, information and knowledge, attention span is not there to then want to go to the premiums when you have so much available already in the freemiums. During the presidency of Lula Da Silva, billions of dollars in bribes were taken to allow construction companies to overcharge the government-owned oil company, Petrobras. Now, Brazil has corruption, but it's actually pretty good for a developing country. But the people of Brazil have come to expect more, and they have been left down. Current president, Dilma Rousseff, was chairwoman of Petrobras during the period of corruption, but no one knows whether Lula or Dilma were involved or aware. But Lula was under investigation before Rousseff appointed him to be her chief of staff, a move that means he can no longer be prosecuted by a normal court. I think this whole thing speaks very highly of Brazil. A reckoning had to come, and I'm pleased the citizens are holding the government accountable. However, I can't stop seeing parallels between the awful partisan situation here in the U.S. and the lack of skepticism people in this story have when it comes to believing awful things about their political opponents. Using this scandal to clean up Brazil must be done, but using it to score political points or gain power is going to rip the country apart. This is an epic story, and no one knows where it ends. Whether Rousseff retains power and who gets elected once the house is fully cleaned out will say a lot about how this very young democracy handles its economic and cultural growth when people's perceptions are controlled largely by social media. I think there are many good things in Brazil's future, but leaders will have to do more than fight for power. They will have to actually lead. A small group of developing countries are transforming the global economic landscape. Led by China, India and Brazil, these rising economic powers pose varied challenges and opportunities for U.S. economic interests and leadership of the global economy. As these fast- growing and large economies account for rising shares of global GDP, manufacturing, and trade in commodities, the balance of global economic power is shifting away from the United States and Europe. The rising economic powers also raise significant policy issues regarding the direction of U.S. trade policy and negotiations, the multilateral institutions that have served as the foundation of an open and rules-based world economy and the availability of natural resources and commodities in the future. Mr. Raymond Ahearn is the Head of the International Trade and Finance Section at the Congressional Research Service (CRS). In this capacity, he supervises the work of 10 analysts who provide research and support to Congress on international policy issues. Mr. Ahearn began his career in the Economics Division of CRS in 1975. In 1988 he assumed the position of Spe- cialist in Trade Relations in the Foreign Affairs and National Defense Division of CRS and in 1998 he began his current assignment. During 1993-1994 he served as Director of Trade Strategy for Japan in the Office of the United States Trade Representative. During his CRS career, he has authored a number of reports on bilateral and multilateral trade issues. His most recent reports include U.S.-European Union Trade Relations: Policy Challenges and Issues and Trade and the Americas. In addition to CRS reports, he has also written a number of articles that have been published in books, journals, and newspapers. Mr. Ahearn received a B.A. in political science from Union College (Schenactady, N.Y.) in 1971, an M.A. from the Johns Hopkins School for Ad- vanced International Studies (SAIS) in 1973, and an M.A. in economics from George Washington University in 1980.
