NYSDEC to Host Hearings on Invasive Species Regulations (November 2013)

Local experts say the threats from invasive species continues to grow every day. Dangers to ecosystems and potential health problems are a couple of reasons the state is hoping to make it much tougher for anyone to have those species. YNN's Brian Dwyer has more on a proposed DEC regulation and how you can make your voice heard. Jefferson County, NY, November 20, 2013 - Jumping fish. It sure looks fun, but truth is, Asian Carp are destroying water environments. They alter the food chain, eat already endangered species and the plankton fish need to survive. They are already in the Great Lakes and they're on their way here. "You can take an Emerald Ash Borer, a Zebra Mussel, an Asian Carp, Purple Loosestrife, you can take anyone of the invasives we often talk about and begin to put it into a context. They all follow a similar pattern," said New York Sea Grant Recreation and Tourism Expert Dave White. That pattern, whether for a reason or by accident, they get brought somewhere they don't belong. They grow in numbers, spread out and take over. So to try and control or slow down that growth, the DEC is proposing a new policy that would make it illegal to have invasives with an intent to sell, travel with or introduce it to state water and land. Some exceptions will be made, including permits for research and educational needs, but public hearings on the regulations start next month - there's one on December 11 at 2 pm at the State Fairgrounds in Syracuse. The public comment period on the proposals ends December 23. "It's an opportunity to take that next step beyond ballast control that we have here in Upstate New York and throughout the system, to then look at what other mechanisms are needed to make sure we're containing invasives and we're not allowing them to get into new environments," said White. "Once people know that these are a problem and they can identify them, they can start taking steps to control them," added Sue Gwise with Cornell Cooperative Extension of Jefferson County. Gwise says invasives that aren't here or just got here, like the Emerald Ash Borer, will take over soon enough. She's also seen a boom in the spread of plants like Giant Hogweed and Wild Parsnip. Touch those plants, especially Hogweed, and you could get rashes and burns that re-occur for years. "Wild Parsnip will cause similar burns in sensitive people and that has just exploded in the last 10 years," said Gwise. "It's everywhere." Gwise says they're all spreading so fast, there's not much we can do now to stop it. The key is people knowing what's bad and reporting any sightings to offices like hers. To become a host family, there are certain requirements you have to fulfill. The first and probably most important is a willingness and desire to welcome an au pair into your home like an extended family member. You want to ask yourself these questions: Am I excited about having a young person from another country join my family? Am I ready to help her adjust to a new culture and language and learn about my routine and household? Am I prepared to invest time in getting to know her? If you can answer “yes” to these questions, then it sounds to me that you would be a good cultural fit for our program. Beyond embracing what we call the “spirit of the program”, the U.S. Department of State requires families to meet certain criteria, too. According to the State Department, host parents must be: 1. U.S. citizens or legal permanent residents 2. Fluent in English 3. Able to provide a private bedroom 4. Willing to participate in an in-home interview, orientation meeting and attend one host family conference per year. 5. Willing to follow program regulations, many of which relate to an au pair’s on-duty hours. For example, parents must limit their au pair’s hours to 45 per week and 10 hours per day. If you like the idea of welcoming a new family member and you meet all of the U.S. State Department criteria, the au pair could be a great fit for your childcare needs.

Thus, insofar as the story of the Cuyahoga is to inform our views of the viability of local efforts and common law environmental protections, it illustrates that sometimes when local institutions and common law remedies failed, they may have been sabotaged or ignored. In the wake of the June 1969 fire, many city officials pointed fingers at the state of Ohio for creating a legal regime which made it unduly difficult for the city to maintain local river quality. Specifically, officials pointed to the state water pollution permitting system which insulated permitted facilities from public nuisance actions and generally inhibited local efforts to combat pollution. Gandhinagar: Prime Minister Narendra Modi will inaugurate the 9th edition of Vibrant Gujarat Global Summit on January 18 in Gandhinagar. Uzbekistan president Shavkat Mirziyoyev, Rwandan president Paul Kagame, Denmark’s prime minister Lars Lokke Rasmussen, Prime Minister of Czech Republic Andrej Babis and Prime Minister of Malta Joseph Muscat will attend the inauguration function. Prime Minister Modi will hold one-on-one meetings with the visiting leaders on the sidelines of the summit later in the day and also host them on a dinner. Later in the evening, PM Modi will have an hour-long meeting with the head of Sovereign and Wealth Funds who will be coming for the “global investors round table” at the same venue of Mahatma Mandir. “Prime Minister Modi will arrive on January 17 and inaugurate the Vibrant Gujarat Global Trade Show (at Helipad Grounds) at 2:30 pm, followed by his visit to Ahmedabad to inaugurate Sardar Patel Institute of Medical Sciences and Research. At around 6 pm, accompanied by Gujarat Chief Minister Vijay Rupani, he will reach the Sabarmati River Front and make a token purchase at the Amdavad Shopping Festival and thereby formally start the festival. About 115 delegations from other countries are expected to come for the summit where 20,000 delegates and 26,380 companies have registered for the three-day event between January 18-20. The official said that all the main bridges and flyovers in Ahmedabad and Gandhinagar are being lighted up for the summit. Gujarat CM Rupani is expected to chair the event ‘Gujarat’s Sprint to 2022’ on January 19 at the summit which will showcase the state’s progress by 2022. “Many of the infrastructure projects will get completed by 2022. Therese M. (Terri) Vaughan, Ph.D., Chief Executive Officer of the National Association of Insurance Commissioners or NAIC (http://www.naic.org) discusses the globalization of the insurance industry and the need for supervisors in different countries to work together. The International Association of Insurance Supervisors or IAIS (http://www.iaisweb.org) provides a forum for insurance regulators from more than 190 jurisdictions around the world to collaborate and develop global standards and best practices. The NAIC was a founding member of the IAIS and continues to be extremely active in the organization's leadership. In October (10-12), the NAIC will host IAIS 2012 (http://www.iais2012.org), the organization's annual conference in Washington, D.C. The conference will bring together participants to engage in a global exchange on critical issues facing the insurance marketplace. Anyone interested in furthering the development of insurance and its regulation can, and should, attend. The event's hosts expect to have more than 500 attendees -- including regulators and insurance industry representatives. Consumer groups, federal and state policy makers as well as representatives of the executive branch are also invited. Journalists and academics interested in insurance supervision should also consider attending. The financial crisis has increased the scope and importance of the IAIS and its potential impact on U.S. insurers and consumers. As pressure to conform to international standards increases, U.S insurance regulators must engage and ensure those standards appropriately reflect our marketplace. One current project at the IAIS is the development of the Common Framework or "Comm Frame," which will provide the basis for supervising internationally active insurance groups --allowing regulators to better cooperate in the supervision of these firms. The national system of state-based regulation has served U.S. consumers and insurers very well. It has weathered great challenges and kept the U.S. insurance market healthy and competitive. By providing leadership in the IAIS and increasing the scope of international efforts, the NAIC and state regulators extend that system's effectiveness abroad -- addressing concerns before they reach the U.S.

That they were going to call me turban man,” he said. “In that one moment, that radio host took the most visible article of faith for a Sikh and just reduced it to nothing.” Grewal is the first Sikh American to be an attorney general in U.S. history. He was born and raised in New Jersey and started off his career as a prosecutor. “This is the state I grew up in. This is a state that has afforded me and my family and other immigrant families like mine so many opportunities,” he explained. “And then I was working in D.C. one day, during 9/11, and a horrible, horrible tragedy hit the United States. But I didn’t have time to grieve with my neighbors and my friends. We had this enormous backlash against Muslim Americans, against really anyone who didn’t look American enough. Or at least against anyone who looked like those images on TV that we associated with the people who are responsible for that attack.”   The two conservative radio hosts that made the insensitive comments are currently suspended. As a family considering the au pair program, you should know that your responsibilities as a host family will fall into two categories. There are some responsibilities that you’re required to fulfill by the U.S. Department of State and by Cultural Care Au Pair. These are the hard and fast rules. And there is also the commitment to embrace the spirit of our program, which is a little less black and white, but just as important. The U.S. Department of State and Cultural Care Au Pair require that you provide your au pair with a private bedroom as well as all of her meals. You must be willing to participate in an interview, orientation meeting and one host family event per year. You must also agree to follow program regulations and to pay a stipend to your au pair each week. Aside from these responsibilities, we ask that our families embrace the spirit of the program. In simple terms, this means treating your au pair as you would want your own daughter or son to be treated in a similar situation—welcoming her into your home like you would an extended family member versus an employee. It means asking how your au pair’s day was, celebrating her birthday and including her in family meals. It means helping her have a great cultural exchange experience and considering her goals while she’s here. Before you make the decision to host an au pair, it’s important to make sure you’re able to fulfill all of these responsibilities.
