John has more than 35 years of IT management experience including executive leadership, technology management, IT integration, IT due diligence, strategic planning and large scale system implementation. Before joining CAI, John served for ten years as CIO of PPL Global, the international division of PPL Corporation. In that role, he was responsible for IT management and operations in Latin America and lived for several years in Argentina and Chile. He has managed multi-national projects involving teams in more than 30 countries. He authored an acclaimed project management methodology and established project management offices (PMOs) in multiple companies in the US and Latin America. John is a magna cum laude graduate of DePauw University with degrees in mathematics, computer science and symbolic logic. He has taught international business, information engineering and project management for MBA programs at eight universities and is currently visiting instructor of international business and project management at Lehigh University’s Iacocca Institute. John has taught international business and project leadership to more than 500 professionals from nearly 100 countries at the Iacocca Institute´s Global Village program. Mark James is Honeywell's senior vice president of human resources and communications, a position he was appointed to in November 2007. Honeywell is a $37 billion diversified technology and manufacturing company serving customers in aerospace, automation control, automotive and chemical industries. A member of Honeywell's senior leadership team, he is responsible for leading global human resources strategy and programs for the company's 120,000 employees in more than 100 countries. This includes organization and talent development, staffing, learning, compensation and benefits, labor and employee relations, HR services and the Six Sigma training organization. His role also includes leading the company's procurement, communications and aviation functions. Prior to this position, Mr. James was vice president of human resources and communications for Honeywell Aerospace, a position he held since October 2004, leading HR strategies for the $12 billion business and its more than 40,000 employees. He joined Honeywell in February 2000 as director of human resources for federal manufacturing & technologies in Kansas City and was promoted in March 2001 to vice president of human resources for aerospace electronic systems in Phoenix. Prior to Honeywell, Mr. James held a variety of human resources positions with Iomega, JM Family Enterprises (Toyota distributor), AT&T and Lockheed Martin. Mr. James holds a master's degree from the University of Utah in public administration with an emphasis in human resources, and a business administration degree in personnel and industrial relations from Utah State University. Mark is a designated Senior Professional in Human Resources, a Certified Compensation Professional and a Certified Benefits Professional. He is a certified Six Sigma Leadership Black Belt.

An initiative of the Regional Hub, this collaborative research paper aims to identify global and regional trends, if they exist, in civil service development and reform taking place around the globe. It examines strategies, policies, programmes, and other measures deployed across numerous civil service systems around the world in an attempt to identify whether common tendencies exist. Its focus is on the substance of development and change, without, however overlooking the influence of the processes affecting the type, degree and pace of change; taking into consideration the historical context of each system, at the same time. It aspires to become a resource guide to policy makers and practitioners on contemporary developments and future trends in civil service transformation efforts, in their quest to make their administrations more responsive, transparent, and accountable, and more professional in their interactions with citizens while dispensing public services. Its usefulness becomes apparent considering the demands of these challenging times characterised by rapid global change. In this new environment, civil servants are not only expected to fulfil their original mission, but they must also assume another complex role. They must become active brokers and arbitrators among a wide-ranging array of competing actors and stakeholders, as it is still the government’s responsibility to mediate conflicting interests and provide solutions, by constantly taking initiatives in a variety and multitude of policy areas.
