Expat dollar certificates aim to boost Egypt's foreign currency reserves
(29 Feb 2016) LEAD IN: The Egyptian government has launched a new dollar certificate to encourage Egyptian expatriates to move their foreign currencies into the country's economy. It's an attempt to boost Egypt's dwindling foreign currency reserves which have led to record lows in black market rates for the pound. STORY-LINE: Egypt's currency is floundering. The pound has dropped to record lows on the black market in the last week, hovering between 9 and 9.25 per dollar. The problem is linked to the import market with companies relying on dollars to bring goods into the country. But foreign currency reserves have fallen drastically and businesses are struggling to find the dollars to import items. The reserves have remained at 16.5 billion dollars in recent months, having declined from 36 billion in December 2010, a month before the 2011 uprising that toppled long time autocrat Hosni Mubarak. But the government has a plan to boost that number. It has launched 'Belady' dollar certificates to encourage Egyptian expatriates to move their currency savings into the country's economy. "We announce the issue of the Egyptian dollar certificate 'Belady' for Egyptian expats through the branches of those three national banks (National Bank of Egypt, Banque du Caire, Banque Misr). Those banks are issuing such certificates in response to demands from the Egyptian expatriates to direct their savings into foreign currency to serve their country's economy," says Nabila Makram, Minister of Immigration and Egyptian Expatriate Affairs. The certificates offer interest rates of 3.5, 4.5 or 5.5 percent, depending on the maturity term. Egypt faces an uphill struggle to meet its dollar needs. "The worst thing is the balance of payment in Egypt's economy. What Egypt needs to pay to the outside world in hard currency, in the form of importing goods and services, and other commitments, like paying Egypt's debts, is much bigger than Egypt's income from foreign currencies from revenues of Suez Canal, tourism, remittances from Egyptians abroad and revenues from foreign investments in Egypt," says Magdy Sobhy, Deputy Director of Al-Ahram Center for Political and Strategic Studies. "So this critical situation will result in a drop in Egypt's exchange reserve from foreign currency and obviously will affect the value of the Egyptian currency." Egypt can no longer really on tourism to prop up its currency revenues. It has has declined sharply since unrest stemming from the 2011 toppling of Mubarak. The apparent bombing of a Russian passenger plane over the Sinai peninsula last year, claimed by the IS group, led to widespread flight cancellations, dealing a major blow to the industry, which is one of the country's main earners. Pressure is mounting on the central bank to devalue the pound. Central bank Governor Tarek Amer has said the bank would only consider floating the pound once the country shores up its foreign currency reserves to 25 billion US dollars or 30 billion US dollars. "A floating exchange rate is to allow the market mechanisms to determine the currency value against the foreign exchange market and what we see now of the pound value in the black market is considered floating the pound," says Sobhy. Egypt's official exchange rate remains at 7.83 at banks since the central bank strengthened the pound by 0.20 pounds in November, a move that came as a surprise to investors. A devaluation would cause a surge in prices for Egyptians who are needing imported goods. Sub Headline: Where You Store Your Gold is as Important as Owning It Synopsis: Owning gold in bullion is one thing, owning it in certificates and qualified plans is quite another. Redemption of real gold bullion during turbulent economic times may be virtually impossible. Owning gold in certificates or via mutual funds or ETFs may be fine in a stable economic environment, but in an unstable economy, your redemptions could be restricted. Michael S. Young contributed to this article. Content: If you own gold holdings in any form in a qualified plan, you’ll be paying ordinary income tax on the distributions. If you’re in a high-effective tax bracket during retirement, your constructive receipt of your gold holdings may be counter productive on the tax issue alone. Risk tolerance, ownership suitability and due diligence are necessary before investing in any form of gold, especially non-physical gold. Owning gold in a gold index may or may not deliver the value per ounce at the time you make distributions. Watch the interview with international investment consultant Michael S. Young as he discusses gold in bullion, certificates and qualified plans. When you’re considering owning gold for your portfolio, many advisors recommend owning it in hand. There’s really no substitute for the tactile touch of real gold bullion or coins. At the present state of the world economy where the financial future is interconnected on a global scale, owning 5 to 10 percent of your portfolio in real gold is not outside conventional thinking. Perhaps the more important issue is where you store your gold. Safety is key, but is a safe in a bank safety for sure? Gold kept in a safety deposit box in an impenetrable vault in a national bank may not be real gold in an emergency. Bail-ins were ratified at the G20 summit back in 2014 in Australia, permitting banks to “seize” cash and metals, if a bank was insolvent, and issue stock to their depositors in return. Bail-ins have been, in fact, legal in the U.S. since 1934. Banks are federally regulated in most countries, so a bank may receive an order to confiscate gold in a meltdown scenario. Gold serves as collateral against cash and since the banks are moving their customers to digital money instead of paper currency, it could in theory make it easier to seize cash. If you have physical gold instead of a gold cert, or even gold bars in a safety deposit box, you have or may not have money. One last thought: The gold-backing gold certificates may be leveraged, sometimes as high 100 to 1. Leveraging at this level could make bullion redemptions nearly impossible. Preferring a stable currency like U.S. dollars, local civilians often accepted payment in dollars for less than the accepted conversion rates. Dollars became more favorable to hold, inflating the local currencies and thwarting plans to stabilize local economies. Contributing to this problem was the fact that troops were being paid in dollars, which they could convert in unlimited amounts to the local currency with merchants at the floating (black market) conversion rate, which was much more favorable to the GIs than the government fixed conversion rate. From this conversion rate imbalance, a black market developed where the servicemen could profit from the more favorable exchange rate. To reduce profiteering from currency arbitrage, the U.S. military devised the MPC program. MPCs were paper money denominated in amounts of 5 cents, 10 cents, 25 cents, 50 cents, 1 dollar, 5 dollars, 10 dollars, and starting in 1968 20 dollars. MPCs were fully convertible to U.S. dollars upon leaving a designated MPC zone, and convertible to local currencies when going on leave (but not vice versa). It was illegal for unauthorized personnel to possess MPC, and that policy, in theory, eliminated U.S. dollars from local economies. Although actual greenbacks were not circulating, many local merchants accepted MPC on par with US dollars, since they could use them on the black market. This was especially evident during the Vietnam War when the MPC program was at its zenith. To prevent MPC from being used as a primary currency in the host country and destroying the local currency value and economy, MPC banknote styles were frequently changed to deter black marketers and reduce hoarding, as the old style would become worthless. Many veterans can recount a conversion day or C-Day. C-days in Vietnam were always classified, never pre-announced. On C-day, soldiers would be restricted to base, preventing GIs from helping Vietnamese civilians—especially local bars, brothels, bar girls and other black market people—from converting old MPC to the newer version. Since Vietnamese were not allowed to convert the currency, they frequently lost savings by holding old, worthless MPC. People angry over their MPC loss would sometimes attack the nearest U.S. base the next night in retaliation. To illustrate the Vietnam War MPC cycle, in mid-1970, a GI could have a friend in the United States mail a $100 bill in standard U.S. currency, take it "downtown" and convert it to $180 MPC, then change the MPC to South Vietnamese piastres at double the legal rate. The soldier could then have a day shopping, bar hopping, or otherwise spending freely, paying in low-cost local currency, and finishing the day with a hefty profit. To continue the black market cycle, that $100 greenback would find its way to high-level Vietnamese government officials, especially the corrupt ones, who could travel out of country, where the U.S. currency could be deposited safely (Bangkok, Taipei, or Hong Kong). Rumors also suggested that this hard currency (US dollars), would find its way to North Vietnamese European exchange accounts. ...

Now understand, when you come in with this kind of stuff, you're not going to make much money on this. This is really cheap. I mean really cheap. You know it's pennies is what we pay for stuff like this. Let me show you something a little bit better than that. Right here we have, everything in this case is a dollar. These are notes that are a little bit better. Stuff, that you know, here's an old German note from World War One. Here's some old Cuban money. There's all kinds of stuff in here from all kinds of countries. We sell these notes for a dollar apiece. And you can come in and pick through here, pick whatever you like. Now, on to a little better stuff than that. What you've been seeing is all world paper money. In this case over here, I have hundreds of notes that we buy. And these notes I buy anywhere from a quarter to fifty, sixty, eighty, hundreds of dollars. It depends on the note. I also have back here some paper money in books, that you can look through. And this is all our 'world' paper money. As you can see, there is quite a variety and quite a selection of it. Now, if you'll just look right up here, in our terrafold, this is all U.S. Small sized paper money and so on. We buy this. It runs anywhere from a dollar and a quarter a note that I would pay, to five, six, seven, eight dollars a note. Here's a Ten Dollar Silver Certificate, it's probably worth, I'd pay ten or fifteen bucks for that. This is not expensive stuff. You see lots of it, and lots of people have this kind of material. Here's what's called an old Funny Back. So that's some of the U.S. stuff that we have. Now let me show you some of the old United States paper money from here, that we buy. Follow me over here. You'll see in this case here, I have anything from Civil War paper money, money that's what's called 'obsolete currency'. Old Large sized paper money, down in here. Right there. That's U.S. This is all paper money that is worth anywhere from five dollars a note, to hundreds of dollars a note. And I pay accordingly. If you'll notice that right here, this piece of money right here, that is Continental Currency from 1776, used by people like George Washington. So we have quite a selection, and we do buy all of this material. And the prices range all over the map, from rarity, to condition, and so on. Okay, now you've kind of see a smattering of what it is—paper money, there's just all kinds of it. We also deal in things, these are British Pounds that we buy for exchange, and sell for exchange. You're going to take a trip to England, you might want to come and see us. You can get the exchange rate here cheaper than you can in England. There's Euros. Swiss Francs. So, you can see that we do anything from old rare paper money, to exchangeable money. We also have certified paper money. This is world. This is expensive stuff. This note right here, I think this is highlighted in our website, I'm not sure, but this is about a five thousand dollar note. So we'll buy from the bottom, three-for-a-dollar junk for pennies, or we'll pay really, really good money for really really good old paper money. This is just a cool note.
