The relaxed visa system will apply to students, scientists, businessmen and others who have relatives in the EU and will ease the process of gaining entry visas to the European Union. The change in rules is considered to be a first step towards the complete cancellation of visas for citizens of Bosnia, Serbia, Albania and Macedonia. Among Bosnians queueing for visas outside the German embassy in Sarajevo there was a feeling that the EU's present regime was unnecessarily expensive and bureaucratic. "I have relatives in Italy, Germany, Austria. I would go there more, but it is impossible. You need savings accounts, (m) millions of documents and the visa is expensive. It is very hard," said one man from Mostar. Full visa liberalisation for all will probably have to wait until the Balkan states are much closer to EU membership, but selective liberalisation for certain groups and visa facilitation for all applicants - involving a simplified, speedier, less painful process - would go a long way towards showing governments and citizens alike that reforms do pay off. Although migration is a hugely sensitive issue across the EU, officials are confident that relaxing visa regulations will not increase the number of illegal workers entering the bloc. The new visa regulations will apply to the so-called Schengen zone of unfettered travel, which covers 25 EU member states, as well as three non-EU members - Iceland, Norway and Switzerland - but does not include Britain and Ireland. The move toward visa liberalisation removes one of the major irritants in relations between the 27-nation bloc and the nations of the Western Balkans. Critics said the strict visa requirements hurt the EU's own plans to integrate the region into the bloc. The lifting of the visa requirements will get rid of long queues at Western embassies, which many locals consider humiliating. Some European embassies have been violating the European Union law by collecting fees on Visa processes that should be free. The EU law stipulates that students who apply for the purpose of study should have their visa fees waived. However, Visa Facilitation Services (VFS) Global has continued to charge students visa processing fee. According to Article 16 (4), (b), of the Regulation of the European Parliament and of the Council, pupils and students need not pay visa fee. France, Norway, Italy, Sweden, Belgium and some other EU states currently outsource its visa processing service to VFS Global. However, VFS Global, in violation of Article 16 of the EU law collects visa fees from student applicants. In response to the allegation, VFS Global insisted that applicants exempted by the EU Law must still pay the visa fees. One student applicant said he paid N22,3050 as visa fee in addition to other fees, bringing the grand total of money paid to N33,155. All efforts made via an email to the French Embassy by the student reminding it of the EU law did not yield a response. VFS Global continues to face criticisms over its exhorbitant service charges and less than satisfactory service delivery.

No progress should be made on granting Russian officials visa-free travel to the European Union without legislation to ban individuals who conspired to torture and kill lawyer Sergei Magnitsky from entering the EU, according to Kristiina Ojuland, member of the European Parliament from Estonia. Ms Ojuland, spokeswoman on Russia for the ALDE (liberal) group in the European Parliament, made her comments as members of the European Commission travelled to Moscow for biennial policy consultations -- which this time are expected to focus on relaxing visa restrictions for Russian officials.

The Royal Netherlands Marechaussee has begun taking persons' fingerprints as part of visa verification at the Netherlands' border. This measure has been taken to comply with the European regulation prescribing that travelers from countries for which a visa requirement applies be checked on the basis of biometric data (photograph and fingerprints). This check is carried out by comparing the biometrics of persons with data stored in the central European Visa Information System (EU-VIS). The Royal Netherlands Marechaussee has made an instruction video demonstrating the procedure of the visa application process involving the recording of biometric data of persons. The video on this page is shown to travelers prior to their visa application at the border. The main aim of the European Visa Information System is to prevent visa fraud by setting up a database at EU level in which all visa applications are recorded. The aforementioned EU regulation also contributes to the fight against illegal immigration and to establishing the identity of aliens while visa verification is being conducted. EU GIVES IN to agree Britons CAN have visa-free travel even after no deal Brexit THE European Union has agreed to give Britain visa-free travel after Brexit even if there is no deal. Under the proposed EU regulation, Britons will be able to visit the EU without a visa for up to 90 days even if there is no Brexit deal. The move will reduce fears over chaos at airports if Britain leaves the bloc without a deal on March 29. However, the EU sparked a furious response from the UK for describing Gibraltar as a "colony” in the agreement. The British ambassador to the EU raised the issue in a meeting of EU envoys. A spokeswoman said: "Gibraltar is not a colony and it is completely inappropriate to describe in this way." Tensions over Gibraltar have been running high between the UK and Spain, which is taking advantage of Brexit to ramp up its claim to the British Overseas Territory. It comes as the UK is at a deadlock with the bloc over Brexit, with less than two months until Britain’s exit date on March 29. Prime Minister Theresa May is set to return to Brussels to seek “alternative arrangements” to replace the controversial Irish backstop after the Commons voted in favour of Tory MP Sir Graham Brady’s amendment on Tuesday. But until now the EU has insisted it will not reopen the Withdrawal Agreement. Speaking today, Irish Government's Europe Minister, Helen McEntee, said Dublin would "absolutely not" accept the reopening of the UK's Withdrawal Agreement. Ms McEntee told BBC Radio 4's Today programme: "This was a deal that was negotiated with the UK, by the UK. They weren't bystanders in a separate room, there were discussions, negotiations, there were compromises on both sides. "The fact that we now have a deal that took that long to be negotiated and that deal has now been voted against by the very Prime Minister that negotiated it is extremely difficult." Ms McEntee said a request by the UK to extend the Article 50 would "most likely" be approved by the EU27. She added: "At the same time, I think there would be a very clear ask from the other member states as to what exactly it is we are trying to achieve. "There is no point in looking for an extension if we end up back to the same place in three months' time. We need to have a clear direction from the UK Government as to what it is we want to achieve."

On 17 May 2017, the legislative act finalizing the visa-free regime between Ukraine and the EU was signed in the European Parliament. Ukrainians will no longer require visas to travel to most EU countries for tourism, family visits and business reasons. The visa-waiver is expected to come into force after 20 days after publication in the Official Journal of the amendment to Regulation 539/2001. Once in force, Ukrainian citizens with biometric passports will no longer require visas when traveling for short stays of up to 90 days to all EU Member States except for Ireland and the UK, as well as the four Schengen associated countries. Although this visa-waiver does not grant Ukrainians the right to work in the EU it is considered a huge step toward the strengthening of EU-Ukraine relations. (28 Mar 2017) Georgia's Prime Minister Giorgi Kvirikashvili was one of the first to travel under a new visa regime on Tuesday, which allows Georgians to enter Europe's Schengen area for short stays without visas. A charter flight took off from Tbilisi international airport to Athens, Greece early on Tuesday morning just hours after visa free regulation came into force. It took several years to achieve the visa waiver, during which Georgia had to pursue reforms to be in line with European laws. Currently twenty percent of Georgia's territory remains under Russian occupation. Nika Markozashvili, a student who lives across the de facto border with Georgia's breakaway region of South Ossetia, is traveling with the Prime Minister. His home village of Ditsi is divided in half by barbwire which Russian soldiers have erected. European parliament has recently announced new Schengen visa rules. The new rules will ease and streamline the application system. http://europa.eu/rapid/press-release_IP-19-721_en.htm European Commission - Press release EU Visa Policy: Commission welcomes agreement to strengthen EU visa rules Brussels, 20 February 2019 * Today Member States endorsed the agreement reached by the European Parliament and the Council on the Commission's proposal to modernise the EU's common visa policy, adapting the rules to evolving security concerns, challenges linked to migration and new opportunities offered by technological developments. The agreed changes will make it easier for legitimate travellers to obtain a visa to come to Europe, facilitating tourism, trade and business, whilst strengthening security and reducing irregular migration risks. Welcoming the endorsement, Commissioner for Home Affairs, Migration and Citizenship Dimitris Avramopoulos said: "I welcome the agreement on this important file. The new visa rules will facilitate travel for the millions of legitimate travellers who visit the EU every year to the benefit of our travel and tourism industry. At the same time, they will also improve and strengthen our security standards to detect those who pose a threat or have no right to enter the EU. The new rules will also enable us to use the leverage of our visa policy in cooperation with non-EU countries when it comes to the return and readmission of irregular migrants." The new rules include in particular: More flexible procedures: Travellers will be able to submit their applications up to 6 months in advance of their planned trip (9 months for seafarers), instead of the current 3 months, and in most cases, directly from their country of residence. Where available, they may also fill in and sign their applications electronically. Minors between 6 and 18 years old may be exempted from the visa fee. Multiple entry visas with longer validity: Thanks to the introduction of common mandatory rules, frequent travellers with a positive visa history can receive a multiple-entry visa with a gradually increasing validity period from 1 year to a maximum of 5 years, saving time and costs for applicants and Member States. Travellers' fulfilment of entry conditions will be thoroughly and repeatedly verified in all cases. Additional resources for strengthening security: In view of significantly increased processing costs over the past years, a moderate increase of the visa fee (from €60 to €80) will be introduced. This modest increase will allow Member States to maintain adequate levels of consular staff worldwide to ensure stronger security screenings, as well as the upgrading of IT equipment and software, without representing an obstacle for the visa applicants. Improving cooperation on readmission: The conditions for processing visa applications can be adapted depending on whether a third country cooperates satisfactorily on the return and readmission of irregular migrants, including as regards the maximum processing time of applications, the length of validity of visas issued, the level of the visa fee and the exemption of such fees for certain travellers. Next steps The European Parliament and the Council reached a provisional agreement on the Commission's proposal to modernise the EU visa policy on 29 January. Today the agreement was confirmed by Member States and will now have to be endorsed also by the European Parliament. The European Parliament and the Council will then have to formally adopt the Regulation. The adopted text will be published in the Official Journal of the European Union and the new rules will apply 6 months later. In parallel, negotiations are ongoing on the Commission's proposal to upgrade the Visa Information System (the database containing information on persons applying for Schengen visas). This upgrade is also part of the reform of the common EU visa policy and aims to better secure the EU's external borders.

Smart borders': enhancing mobility and security The EU is moving towards a more modern and efficient border management by using state-of-the-art technology. Today, the Commission proposed a 'smart border package' to speed-up, facilitate and reinforce border check procedures for foreigners travelling to the EU. The package consists of a Registered Traveller Programme (RTP) and an Entry/Exit System (EES) that will simplify life for frequent third country travellers at the Schengen external borders and enhance EU border security. "The use of new technologies will enable smoother and speedier border crossing for third country citizens who want to come to the EU. Our aim is to facilitate the access of foreign travellers to the EU. This will not only be in the interest of the travellers but also the European economy. It has been estimated that in 2011 alone foreign travellers made a €271 billion contribution to our economy. Modernising our systems will also lead to a higher level of security by preventing irregular border crossings and detecting those who overstay'', said Cecilia Malmström, EU Commissioner for Home Affairs. Regulation on an EU Registered Traveller Programme (RTP) A Registered Traveller Programme (RTP) will allow frequent travellers from third countries to enter the EU using simplified border checks, subject to pre-screening and vetting. It is estimated that 5 million legitimate non EU-travellers per year will make use of this new program. The RTP will make use of automated border control systems (i.e. automated gates) at major border crossing points such as airports that make use of this modern technology. As a result, border checks of Registered Travellers would be much faster than nowadays. Business travellers, workers on short term contracts, researchers and students, third country nationals with close family ties to EU citizens or living in regions bordering the EU are all likely to cross the borders several times a year. Making it as easy as possible for them to come to the EU would ensure that Europe remains an attractive destination and help boosting economic activity and job creation. Regulation on an EU Entry/Exit system An Entry/Exit System (EES) will record the time and place of entry and exit of third country nationals travelling to the EU. The system will calculate the length of the authorised short stay in an electronic way, replacing the current manual system, and issue an alert to national authorities when there is no exit record by the expiry time. In this way, the system will also be of assistance in addressing the issue of people overstaying their short term visa. The current practice used by Member States when checking a third country national wanting to cross the EU's external borders is based mainly on the stamps in the travel document. This practice is time consuming, does not provide reliable data on border crossings does not allow detecting overstaying in a workable way and cannot efficiently cope with cases of loss or destruction of the travelling documents. Moreover, today's systems will not allow the EU Member States to deal with the ever increasing pressure of travellers accessing and exiting the EU whose number, at the air borders alone, is expected to increase by 80%, from 400 million in 2009 to 720 million in 2030. Background Today's proposals follow a 2011 Communication (IP/11/1234), in which a discussion was launched between EU institutions and authorities about the implementation of new systems, in light of their added value, their technological and data protection implications, and their costs. The proposals are part of the initiative to strengthen the overall governance of the Schengen area, as announced in the Communication on Migration adopted on 4 May 2011 (IP/11/532 and MEMO/11/273). Next steps Negotiations with the European Parliament and the Council on the RTP and the EES legislative proposals will now start. After adoption of the legal texts by the co-legislators, the establishment of the systems will take place with a view to start operations in 2017 or 2018. Top 10 Tips How to cross international borders. Motorcycle touring. For many of you guys, crossing a border and ride in different country sounds like mission impossible. You worry about so many things, passports, visas, documents, language barrier and many more…Well I am here to tell you that there is nothing to worry about 1. Preparation I will use again my favourite phrase – the preparation is the key of success. Yes, guys, the time you going spend before the trip, will help you during the trip. It’s never been so easy. We have internet, Google, Youtube, Facebook motorcycle forums and many more 2. Documents In some countries yon will need visa. Your passport must have minimum 6 month valid period to be able to receive it. Do not forget that you take your driver license and the title of your motorcycle. 3. Motorcycle and luggage Your motorcycle has to look as normal safe vehicle. Make sure that you have lights, indicators and there are no leaks of oil or petrol. Pack your luggage carefully. 4. Behaviour You have to behave as normal and respectful person. Some of you guys saw me many times to overtake or split the lanes on the border, but I never do it in front of the border police eyes. They have seen almost anything you can imagine. To be arrogant or noisy will not help you at all. They have rights to hold you as longer they decide and even not let you to go in. Be flexible and respond regarding the situation. 5. Corruption In some countries this is still a problem or I would say it’s like tradition. We have a word for this in Bulgaria – it doesn't matter how expensive are the cigarettes we will smoke and it doesn't matter how cheap is the petrol we will steal. Some things cannot be change, don’t even try. It will be like mission impossible and will cost you a lot of waiting hours at the border 6. Customs regime. In Europe is easy, no borders. You just fly from country to country without any problems. Only the information signs change their language, but outside of Europe is different story. In most of the borders you have to fill a form for preliminary import. It is basically declaration from you that entering into the country with a curtain motorcycle, brand, model, year of production, VIN number and so on. You have to sign it and you are free to go. Of course you will receive a copy which one you have to keep until you leave the country, with the same bike. Important!!! You cannot leave the country without the bike!!! Do not even try, you will be arrested. . 7. Money In most of the borders the amount you can carry in cash, without declare it is 10,000 Dollars. If you have more than that make sure that you tell the border police. If not and they found it later, they have the full right to confiscate it. In some countries they might ask to see and check your cash, because they are looking for fake notes. Don’t worry it is a standard practise and they will not steal your money. 8. Insurance In Europe you don’t need anything else then your green card. The rest of the countries has different regulations. For Russia for example you cannot receive Visa without insurance, but in many other countries they will ask you to make it on the border. It’s usually cost between 10 and 30 dollars for one month period. 9. Weapons As you can guess you are not allowed to carry any firearms, but you can have a knife. In Germany for example you can carry a knife only if it’s less than 12 sm and it is foldable blade. Just keep that in mind. I have heard about the cases where the riders kept signal pistol and crossed many borders without any problems, but I never tried. 10. Alcohol and cigarettes and drugs You are allowed to carry only one litter alcohol and ten packs of cigarettes per person. If you are group and some of the members do not have you can split it and take more. Dima, for example always keep the important handmade alcohol in a petrol can and the border police never asked what is this. I don’t need to remind you that to carry drugs through the borders is forbidden.
