2018 is an important year for EU-Kazakhstan relations as it marks the 25th anniversary of establishing diplomatic relations and the start of a new chapter with the Enhanced Partnership and Cooperation Agreement between Kazakhstan and the EU (EPCA) fully entering into force. It aims to reinforce and increase the presence of the EU in Kazakhstan and vice versa. The European Union is Kazakhstan’s biggest trade partner representing over one third of its external trade and the largest foreign investor, representing over half of Foreign Direct Investment. EU-Kazakhstan bilateral relations have significantly increased in the last two decades and go beyond trade & investment ties or political dialogue. The EU and Kazakhstan succeeded in establishing successful cooperation in areas ranging from energy to transport, environment, research and security among others. As a non-permanent member of the UN Security Council in 2017-2018, Kazakhstan also has an important role to play on the international stage. It held the rotating UNSC presidency in January and has put Central Asia on the UN agenda. Moreover, as the EU is working to make relations with Central Asia stronger and deeper, Kazakhstan plays a key role in the process. Questions included: - What is the way forward for the EU’s cooperation with Kazakhstan? - How will EPCA help to further develop economic relations and political cooperation? - What impact will this partnership have on the EU’s long-term foreign policy in Central Asia?

Kazakhstan is planning to sign a visa-free group travel agreement with China. "Kazakhstan is going to declare the year 2017 a year of Chinese tourism in Kazakhstan," Mukhit Saimassayev, Vice Chairman of the Tourist Industry Committee of the Kazakhstan's Ministry of Industry and New Technologies told Tengrinews. Kazakhstan is going to host the EXPO in 2017 and is expecting 5,000 visitors from China for the exhibition. Many Kazakhstan citizens voiced their concerns after the announcement of the planned abolition of visas for the Chinese fearing that many of the "tourists" would stay in Kazakhstan. Active opponents of the initiative are planning to hit the streets in a public rally on September 15. The "visa free regime" does not mean full cancellation of visas for the Chinese, but involves introduction of ADS visas for group travel, Kazakhstan Tourist Association president Roza Assanbayeva explained. "China has a special traveling policy that uses the Approved Destination Status (ADS) as a marker for the countries that are on the list of recommended destinations for Chinese tourists," Kazakhstan Tourist Association president Roza Assanbayeva explained. "Attribution of the status involves signing of a bilateral agreement that is used by the Chinese government to permit its tourism operators to organize tours to the country, and the country allows entry of Chinese tourists under ADS group tourist visas." Signing of this agreement by Kazakhstan and China is expected to increase the flow of tourists to Kazakhstan.

Parliamentary Cooperation Committees (PCCs) have taken place on a regular basis with Kazakhstan. since 2000. The PCCs are a key element of the Partnership and Cooperation Agreement (PCA and provide the framework for the relationship between the EU and Kazakhstan. A key role of the PCCs is to review the implementation of the PCA. They have the right to request information from the Cooperation Council which supervises the Agreement. The PCC can also make recommendations to the Council. The EPCA, signed in December 2015 in Astana is, say EU and Kazakh officials, a good example of a thriving relationship while a spokesman for the European External Action Service (EEAS) said relations between the two sides “can only benefit” from regular meetings. The EPCA pact between the EU and the Central Asian nation aims to set the tone for future economic and political ties. It enhances cooperation in foreign and security matters, especially in the areas of regional stability, international cooperation in the fight against terrorism, conflict prevention and crisis management. Officials say the agreement, which constitutes the first of its kind signed by the EU with one of its Central Asian partners, elevates relations between the EU and Kazakhstan to a new level. While the EPCA has, thus far, been endorsed by eight EU members Grigule is confident the ratification process will be speeded up. She points out that the EU is Kazakhstan’s largest trading and economic partner and the biggest investor in the Kazakh economy, accounting for 50 percent of trade and more than 50 percent of foreign direct investment. The EU, she says, has no such agreement (the EPCA) with any other country of the former Soviet Union. In 1991- 2014 the EU funded more than 350 projects in Kazakhstan for the total amount of €180 million which have been allocated to policy advice and technical assistance to various ministries, agencies and committees of the government of Kazakhstan.

This will increase the output to 130 million tonnes of cargo per year. Focusing on transit cargo transportation, Kazakhstan will start the second stage of Kuryk port construction. Transport infrastructure is being developed across Kazakhstan. "Western Europe - Western China" corridor is in operation. It is connected with "Khorgos - Eastern Gate" special economic zone. Construction of a dry port and infrastructure is completed there. The transit freight turnover is growing. It is planned to increase sea gate’s capacity to 26 million tonnes by 2020. It is real pleasure to drive along this road. The multiplier effect of the development of the industry is obvious: 40 asphalt-concrete plants were opened in the Aral Sea region alone during the construction of this international highway. No evidence of wrongdoing has been found after three years of allegations. Since the 2015 publication of the book Clinton Cash by Breitbart News editor and Steve Bannon collaborator Peter Schweizer, as well as a 2015 New York Times article, allegations of a bribery scheme involving Hillary Clinton, the Clinton Foundation and the 2010 sale of Uranium One have persisted, primarily in conservative media. Despite nearly three years of discussion and analysis of the matter — as well as an FBI investigation — no evidence of any quid pro quo or other wrong-doing has surfaced. Numerous Republican politicians and pundits, including President Donald Trump, have insisted that the Clinton-Uranium One story is the "real" Russian scandal, rather than the matters for which Trump is being investigated. On April 20, 2007 Uranium One acquired UrAsia Energy, a Canadian firm with headquarters in Vancouver, from Frank Giustra, who then resigned from the UrAsia Energy Board of Directors. Having severed ties with UrAsia Energy and Uranium One in 2007, Giustra had no evident beneficial interest in the firm's subsequent sale to Rosatom in 2010. UrAsia has interests in rich uranium operations in Kazakhstan, and UrAsia Energy's acquisition of its Kazakhstan uranium interests from Kazatomprom followed a trip to Almaty in 2005 by Giustra and former U.S. President Bill Clinton where they met with Nursultan Nazarbayev, the leader of Kazakhstan. Giustra denies reporting by The New York Times that he and Clinton traveled together to Almaty. Substantial contributions to the Clinton Foundation by Giustra followed, with Clinton, Giustra, and Mexican telecommunications billionaire Carlos Slim in 2007 establishing the Clinton Foundation's Clinton Giustra Sustainable Growth Initiative to combat poverty in the developing world. In addition to his initial pledge of $100 million, Giustra pledged to contribute half of his future earnings from mining to the initiative. There is no indication that Giustra was contemplating any transaction with Russian interests at the time he began donating to the Clinton Foundation in 2005; rather, he sold UrAsia Energy to Uranium One, a Canadian company, in 2007. That sale was completed two months before he made his pledges to the Clinton Foundation. Since uranium is considered a strategic asset with national security implications and Uranium One owned uranium mining operations in the United States, the acquisition of Uranium One by Rosatom was reviewed by the Committee on Foreign Investment in the United States (CFIUS), a committee of nine government cabinet departments and agencies including the United States Department of State, which was then headed by Hillary Clinton. Clinton herself did not sit on CFIUS, but rather the State Department was represented by Jose Fernandez, the Assistant Secretary of State for Economic, Energy and Business Affairs, who stated that Clinton was not involved in the Uranium One matter. Although CFIUS members can object to such a foreign transaction, none did, and no member can veto a decision; veto power rests solely with the president. CFIUS unanimously approved the Uranium One sale. The Utah Division of Radiation Control and Canada’s foreign investment review agency also approved the transaction. 2010 $500,000 payment to Bill Clinton On June 29, 2010 Renaissance Capital, a Russian investment bank with ties to the Kremlin and which was promoting Uranium One stock, paid Bill Clinton $500,000 for a speech in Moscow shortly after the Rosatom acquisition of Uranium One was announced. Kazakhstan will increase its cargo traffic with China to up to 24 million tons in 2018, said the Kazakh Minister for Investments and Development Asset Issekeshev at the International Conference on Eurasian Transport Integration held in Astana on Wednesday. This may be achieved through the electronic customs clearance declaration system that Kazakhstan intends to introduce in the near future. This will reduce the time and facilitate the goods clearance at the customs of our country. During the two-day conference the representatives of government agencies, business and scientific industry will be discussing the future of transport integration of Eurasia. In particular, conference agenda includes discussions on transition from uncoordinated policies on development of transport corridors to solid integrated approaches among the counterparts. This trend, which appeared on the Eurasian continent in the recent years, involves East, South Asia and Central Eurasia, Russia, Southeast Europe, Turkey, East Africa and the Arabian Peninsula.

China is interested to export our products to Pakistan and Argentina. He has also stressed that the work on importing of Kazakh natural uranium to China is implemented quite successfully. The parties have signed a contract for the supply of this raw material for 10 years. Moreover, they have discussed the development of additional energy sources.

Since the 2015 publication of the book Clinton Cash by Breitbart News editor and Steve Bannon collaborator Peter Schweizer, as well as a 2015 New York Times article, allegations of a bribery scheme involving Hillary Clinton, the Clinton Foundation and the 2010 sale of Uranium One have persisted, primarily in conservative media. Despite nearly three years of discussion and analysis of the matter — as well as an FBI investigation — no evidence of any quid pro quo or other wrong-doing has surfaced. Numerous Republican politicians and pundits, including President Donald Trump, have insisted that the Clinton-Uranium One story is the "real" Russian scandal, rather than the matters for which Trump is being investigated. On April 20, 2007 Uranium One acquired UrAsia Energy, a Canadian firm with headquarters in Vancouver, from Frank Giustra, who then resigned from the UrAsia Energy Board of Directors. Having severed ties with UrAsia Energy and Uranium One in 2007, Giustra had no evident beneficial interest in the firm's subsequent sale to Rosatom in 2010. UrAsia has interests in rich uranium operations in Kazakhstan, and UrAsia Energy's acquisition of its Kazakhstan uranium interests from Kazatomprom followed a trip to Almaty in 2005 by Giustra and former U.S. President Bill Clinton where they met with Nursultan Nazarbayev, the leader of Kazakhstan. Giustra denies reporting by The New York Times that he and Clinton traveled together to Almaty. Substantial contributions to the Clinton Foundation by Giustra followed, with Clinton, Giustra, and Mexican telecommunications billionaire Carlos Slim in 2007 establishing the Clinton Foundation's Clinton Giustra Sustainable Growth Initiative to combat poverty in the developing world. In addition to his initial pledge of $100 million, Giustra pledged to contribute half of his future earnings from mining to the initiative. There is no indication that Giustra was contemplating any transaction with Russian interests at the time he began donating to the Clinton Foundation in 2005; rather, he sold UrAsia Energy to Uranium One, a Canadian company, in 2007. That sale was completed two months before he made his pledges to the Clinton Foundation. Since uranium is considered a strategic asset with national security implications and Uranium One owned uranium mining operations in the United States, the acquisition of Uranium One by Rosatom was reviewed by the Committee on Foreign Investment in the United States (CFIUS), a committee of nine government cabinet departments and agencies including the United States Department of State, which was then headed by Hillary Clinton. Clinton herself did not sit on CFIUS, but rather the State Department was represented by Jose Fernandez, the Assistant Secretary of State for Economic, Energy and Business Affairs, who stated that Clinton was not involved in the Uranium One matter. Although CFIUS members can object to such a foreign transaction, none did, and no member can veto a decision; veto power rests solely with the president. CFIUS unanimously approved the Uranium One sale. International Civil Aviation Organization supports the innovation. The ICAO pays a lot of attention to issues of climate change and environmental protection. In recent years, the organization has taken a number of measures to address these important topics, particularly, the use of alternative fuels. This was voiced by Secretary General of ICAO Fang Liu during her visit to Kazakhstan. The head of ICAO met with representatives of the country’s civil aviation industry and a number of ministries. Fang Liu highlighted that the organization is pleased with the way how aviation security is supported in our country. A delegation of more than 20 top Chinese officials and economic managers has traveled to Tehran to take part in the 15th meeting of the Iran-China Joint Economic Cooperation Commission. On Friday, the two countries' officials held a preliminary meeting to finalize the memorandum of understanding for their further cooperation. The Iranian and Chinese delegations decided on the formation of different committees. "The bilateral economic cooperation witnessed a smooth and fast development in recent years. Through this meeting, namely the 15th GC meeting between the two countries, the bilateral trade and economic cooperation ought to elevate to another height", says China's economic and commercial counselor in Iran, Wang Liping. In the main meeting on Saturday, Chinese minister of commerce and Iran's economy minister will sign the agreements and MOUs to further strengthen the two countries' economic ties. Then, for the first time, the two sides are scheduled to sign a comprehensive road map for economic cooperation which will include industrial, commercial, energy, financial, and investment spheres. The two countries will also sign agreements on E-commerce and will cooperate in establishing industrial parks with joint investment by private sectors. Iran's General Manager for foreign economic Relations, Sadeq Akbari says: "China is a capital-exporting country. In 2012, China invested over 84 billion dollars in different countries across the world. The country has also invested more than 4-and-a-half billion dollars in Iran. In these meetings, and through our investment committee, we are trying to attract far more investments from Chinese companies". China, as Iran's biggest economic partner, is of great importance in Iran's foreign policy. In 2012, the volume of non-oil trade between the two countries was over 13 billion dollars out of which over 5 billion dollars was Iran's exports to China.

Tokyo 2020 Olympics Price Tag exceed US$30 billion In 2013, when Japan was awarded the right to stage the 2020 Summer Olympics, Tokyo officials said they could stage the Games for 829 billion yen, or US$7.3 billion. It was a comparatively thrifty plan, at least compared with other Olympics. An expert panel set up by Tokyo's newly elected governor was predicting that the price tag of the 2020 Olympics could exceed US$30 billion, That figure is nearly four times the original 2013 estimate. The lack of a capped budget and government administrations laying blame on one another is a slap in the face to Japanese taxpayers, who are footing 80 percent of the bill. To add insult to injury, in order to curb spiraling social security spending and desperately improve child care facilities, a goods and service tax, GST hike is due in October 2019. This has also resulted in a worrying sum to the International Olympic Committee (IOC), which has struggled to find willing bidders to host the Games in recent years because they have become such a financial burden. The IOC's attempts to tamp down host spending on the Olympics came about for two reasons, both of them embarrassing. For one, cities have become increasingly reluctant to bid on the Games, with Oslo dropping out of the running for the 2022 Winter Games after being selected as a finalist by the IOC, leaving it to choose between Beijing and Almaty, Kazakhstan - two less-than-ideal hosts. For another, buildings constructed for the Games have increasingly become expensive white elephants. The local government in Pyeongchang, South Korea, site of this year's Winter Games, has complained about spending millions on upkeep for Olympic buildings that no one is using, and athletic buildings in Rio, site of the 2016 Summer Olympics, have been left to rot in the wake of Brazil's economic troubles. What steps IOC has taken to prevent similar situations? In response, the IOC unveiled the "New Norm", which aims to help Olympic host cities get a better return on investment by, in part, paring back the costs involved with bidding on the Games and requiring host cities to have a concrete plan to utilise their Olympic infrastructure after the Games end. Already 49 measures have been applied to the 2020 Tokyo summer Olympics enabling $2.2 billions dollars worth of savings.
